The Ministry of Defense ordered body cameras for the CCC for UAH 291 million. Cheaper offers were rejected
On April 17, the Ministry of Defense of Ukraine, based on the results of the tender, ordered chest video cameras from LLC «Dolya and Co. Ltd» for the amount of UAH 290.91 million.

According to the contract, 5,525 Motorola body cameras along with related equipment are to be delivered to Kyiv by July 31, 2026.
As the publication notes, hryvnia prices remained at the level of the previous purchase, carried out in the winter. In particular:
VB400 cameras cost 41,820 UAH (about $958 per set),
V500KF camera with LTE — 65,328 UAH (about $1,497).
For comparison, in December 2025, these same models were purchased at the same hryvnia prices, which then amounted to $988 and $1,543, respectively.
At the same time, the cheapest offer in the tender was submitted by LLC «Spektr-8» — 106.8 million UAH, which is almost three times less than the winner’s price. The company offered BlackEYE body cameras manufactured by FOP Kyrychenko Anton Volodymyrovych.
However, her application was rejected due to the lack of a bank guarantee and documents confirming the required level of device protection (not lower than IP67) and shock resistance.
Another participant, Smart Defense LLC, offered Audax cameras (Great Britain) for UAH 7.57 million in the LTE lot, which was 9% cheaper than the winner’s offer. However, this application was also rejected.
The reasons are the lack of IP67 protection certification, lower specifications (64 GB of memory instead of 128 GB), and fewer ports in the docking stations (4 instead of 8).
Currently, the State Audit Service is reviewing the procurement for possible violations during the opening, consideration, and evaluation of tenders.
The company «Dolya and Co. Ltd» is registered in Kyiv and belongs to Yaroslav, Larisa and Andriy Tatarintsev.
As a reminder, in September 2025, the Ministry of Defense obliged employees of the Central Intelligence Agency and the Joint Security Service to use body cameras while working in alert groups. And in December, their use began for quality control during the acceptance of the logistics assets of the Armed Forces of Ukraine.
In total, in 2025 — early 2026, the CCC purchased body cameras worth UAH 3.26 million. As of early March 2025, 3,742 devices were used in the CCC system to record employee work.
