Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, proposed granting the status of tax agents to digital platforms such as Uklon, Uber, or Bolt in a future bill.
According to him, after that they will independently withhold taxes from the income of their users and pay them to the state budget.
The People’s Deputy noted that such an approach will significantly facilitate the administration of taxation for users who sell goods and services through such platforms.
«This is better for state administration, it is easier for people, because a person will receive income minus the tax that will be withheld by the platform and paid to the state budget,» Hetmantsev noted in an interview with Interfax-Ukraine.
He added that such income is proposed to be taxed at a reduced rate of 5%, and the Organization for Economic Cooperation and Development also proposes a simplified administration procedure — when the platform must act as a tax agent.
At the same time, the model developed by the Ministry of Finance assumed that the platform should send data to the State Tax Service about individuals, and the individual should file the declaration himself: declare this income, report to the state, and pay taxes.
«This implies an obligation for hundreds of thousands of our fellow citizens to submit these declarations,» explained Hetmantsev. Therefore, in his opinion, the option of withholding taxes by the platforms themselves as tax agents is preferable.
Hetmantsev also clarified that if users of digital platforms register as individual entrepreneurs, the procedure for taxing their income through these platforms will be different, where they will pay the tax themselves.
