The government updates the booking rules: every fifth business will have its critical status reviewed

The government updates the booking rules: every fifth business will have its critical status reviewed

Minister of Economy, Environment and Agriculture Oleksiy Sobolev presented updated rules for reserving military personnel. The changes will affect about 20% of enterprises, for which the criteria for determining critical will be revised. The remaining companies will be able to confirm their status using a simplified procedure.

The minister announced this during a speech in the Verkhovna Rada.

According to Sobolev, this week, enterprises affected by new industry or regional criteria will receive a notification about the need to resubmit documents to confirm their critical status.

At the same time, the procedure will be simplified for most businesses. If the criteria by which the company received the status have not changed, it will be enough to submit:

  • certificate of average salary of employees for the last month;
  • tax calculation.

These documents must be submitted by August 10th.

Which criteria remain mandatory?

To obtain critical status, an enterprise must still meet at least three criteria .

Two remain mandatory:

  • the average salary is not lower than 25,941 UAH (three minimum salaries), and for enterprises in front-line territories — 21,618 UAH;
  • absence of tax arrears.

The third criterion can be chosen by the company itself. It can be one of the basic criteria defined by the government (for example, a significant amount of taxes paid or foreign exchange earnings), or an industry or regional criterion approved by the relevant ministry or regional military administration.

What else will change?

According to the minister, if after the update of the rules a company exceeds the established reservation quota, it will receive a corresponding notification from the Ministry of Economy. After that, the company will have a week to bring the number of reserved employees in line with the new requirements.

As of July 1, the relevant ministries have already approved their criteria. Some of them have already been published, and the rest are in the final stage of state registration. The Ministry of Economy expects that all updated criteria will be published by the end of this week.

According to Sobolev, currently 66 state bodies have approved 164 industry and 225 regional criteria for determining critical enterprises.

The Minister also reported that 2,133 companies have already used the mechanism of booking up to 100% of employees for enterprises from frontline regions, which have additionally booked about 50,000 employees. In total, about 100,000 people are currently booked in such regions, most of them in the processing industry, construction and transport sectors. According to Sobolev, critical enterprises currently provide about 60% of revenues to the state budget.
