"Technological Forces of Ukraine" call on the Cabinet of Ministers to return 100% of the reservation of defense enterprises by October 18

The Cabinet of Ministers of Ukraine is preparing for a final decision on the rules for reserving employees of the defense-industrial complex (DIC). The Technological Forces of Ukraine (TSU) are calling on the government to maintain 100% reservation for critical enterprises of the industry and to abandon controversial innovations.
On October 13, the Cabinet of Ministers adopted a resolution "On some issues of organizing the reservation of military personnel for the period of mobilization and wartime." The document was adopted with amendments to the percentage indicators, for which five days were allocated. Currently, the text remains limited to "no more than 85%" for defense enterprises, and the final decision must be made by October 18.
The TSU has already sent official letters to the Prime Minister of Ukraine, the Ministry of Economy, and the Ministry of Defense calling for maintaining the current norms that allow booking 100% of specialists from critically important defense industry enterprises.
The project analysis identified three key risks for Ukraine's defense industry.
The quota limit of 85% will act as an automatic trap for production. In an enterprise with 1,000 conscripted workers, 150 people immediately lose protection. After their mobilization, the total number of workers decreases, the limit is violated again - and the next specialists fall under the disarmament. This process will be repeated until the enterprise is completely drained of blood.
The project envisages the emergence of a new Coordination Center under the Cabinet of Ministers with 17 people (with the participation of the Ministry of Economy, Ministry of Defense, SBU, GUR, SZR, National Police, PFU, and State Labor Service).
Without the recommendation of this body, the enterprise will not receive critical status and a reservation limit of more than 50%.
The Center will have the right to deprive enterprises of critical status.
The increased limit will only be valid for up to one year.
Furthermore, any expansion of the state to increase weapons production would require re-proceeding through the Coordination Center. This artificially slows down the scaling of enterprises at a time when the state is demanding maximum growth in production volumes.
The TSU team emphasizes that during the second half of the summer of 2026, defense industry enterprises have already passed another cycle of criticality confirmation. According to its results, 14% of enterprises were eliminated, which proves that the current control mechanism through the Ministry of Defense works strictly and effectively, and conscientious manufacturers do not abuse their opportunities.
Repeated inspections in a short time frame through a new collegial body threatens to paralyze legal and financial services of enterprises and stop the systemic work of the industry.
"Manufacturers already need new people. And they are offered to choose who from the existing team to leave without reservation." For weapons manufacturers, the reservation limit may be reduced to 85%
