OpenAI CEO urges US Senate to support AI infrastructure to maintain leadership over China

He joined executives from Microsoft, AMD, and CoreWeave in a hearing before the House Committee on Commerce, Science, and Transportation to outline new initiatives to ensure U.S. technological leadership.

OpenAI CEO Sam Altman testified before the U.S. Senate on the challenges and prospects of artificial intelligence. He joined executives from Microsoft, AMD, and CoreWeave in a hearing before the House Committee on Commerce, Science, and Transportation to outline new initiatives to ensure U.S. technological leadership.

As reported by Fox Business, the focus of the hearings was the Stargate project — an infrastructure initiative led by OpenAI together with partners. According to Altman, the project involves the creation of large-scale data centers for processing AI models, the development of cloud computing and the construction of energy capacities. Investments could reach $500 billion, which, according to the plan, will make the United States the epicenter of global AI progress. Among the arguments in favor of the initiative — the creation of hundreds of thousands of jobs, strengthening national security, stimulating scientific breakthroughs.

«We want AI to work for the benefit of everyone — from business to medicine,» Altman noted.

In 2025, OpenAI plans to release agents capable of performing complex engineering tasks, booking doctor appointments, and assisting in managing companies.

Altman: «AI will help solve global challenges»

In his theses, Altman emphasized that by 2026, artificial intelligence will be able to independently formulate scientific hypotheses, simulate experiments, and accelerate discoveries in the fields of health, energy, and climate. He also announced a new partnership between OpenAI and American national laboratories — the company will support projects related to nuclear safety, sustainable development, and biotechnology.

Altman’s statement on the need for international regulation of AI attracted particular attention, but positions in the Senate were divided. Senator Ted Cruz, for example, called for avoiding the «European approach» and instead creating conditions for innovation: «To get ahead of China, we must not restrain, but develop the AI ​​​​sphere.»
