Deputy Minister of Defense for Digitalization Kateryna Chernogorenko said that military conscripts with the status of «limitedly fit» who have to retake the VLK will be able to use digital referrals in the «Reserve+» application.
She reported this in an interview with LB.ua. Earlier, the Verkhovna Rada supported the extension of the term for passing the VLK for citizens who were recognized as limitedly fit for military service, from February 9 to June 5, 2025 .
«We are picking up these people in a digital format. We are giving them an option — you have until June 5 to pass this VLK, get a new categorization of your fitness, and we will compile it in Oberig ourselves, we will see this electronic interaction. And in „Reserve+“ you will have a ribbon „Everything is great, you have passed the re-examination, you have an electronic military registration document“. That’s the plan. Accordingly, people should do it and not postpone it, because there will no longer be an opportunity to say „there is no capacity“, as we had with the data update,» Chernogorenko said.
She noted that in the summer, military conscripts will be able to pay their fines through Reserve+ with a 50% discount and without having to go to the TRC for a receipt. The application will also show the reason for the violation, for example, «did not show up for the notification, number, date.» According to her, it is very important for a citizen to understand what exactly he violated.
After paying half of the fine of 17,000, the conscript will have the violation removed and will be able to show that «everything is fine.» However, Kateryna Chernogorenko warned that paying the fine is possible a limited number of times, after which «other liability mechanisms are triggered.»
The Deputy Minister said that the Ministry of Defense will implement the second part of the large first phase of the VLK reform. This part is a digitized resolution on suitability/unsuitability.
«Now we have come to the military medical commissions, presented them with an electronic office, simple and user-oriented. We have held dozens of seminars, told doctors how to work with it and how to record all actions to establish fitness/unfitness in it», — Chernogorenko noted.
According to her, conscripts generated about 100 thousand referrals to VLK through «Reserve+», and since April 1, about 1,000 VLKs have already been operating in the system.
«Now the VLK result is automatically sent to Oberig, the TRC operator does not enter anything, everything is laid out in the fields linked to the person, the state sees on the radars that the person is not lost, that he has fulfilled all his obligations and there is no need to pull him with summons,» says the deputy minister.
She says that «TRC should become optional,» and all the services they currently provide should be duplicated online.
«People should choose for themselves whether to go to the TRC or do it online. Every third postponement issued through „Reserve+“ means that 330,000 people did not physically go to the TRC, did not stand in line, and did not overload the operators,» explained Kateryna Chernogorenko.
