The blocking took effect on September 4, Russian media reported, citing sources in the software development industry.
Although there have been no official statements from the service developers, on the eve of the restrictions, Cursor made changes to the user agreement regarding compliance with US export control regulations.
Now Russian programmers will have to look for ways to bypass the blocks or switch to open source analogues, said Sergey Markov, director of AI technology development at the Russian Sberbank. MWS AI added that programmers will continue to use Claude Code and Codex, and the Cursor block will not have a fundamental impact on the development market.
Cursor's blocking was the next step in a series of restrictions on Russian access to global AI technologies. Recall that in 2025, Google blocked Russian users from accessing Gemini, and in the spring of 2026, Anthropic began mass blocking Russian accounts in Claude. In addition, OpenAI regularly blocks accounts involved in Russian disinformation campaigns.
