Danylo Hetmantsev appealed to the Prosecutor General due to alleged violations surrounding the gaming monitoring system (DSOM) and the State Enterprise "Diia"
The Chairman of the Finance Committee of the Verkhovna Rada, Danylo Hetmantsev, stated that he had appealed to the Prosecutor General: first, regarding the alleged abuse of authority when making the decision to assign the functions of the technical administrator of the DSOM to the State Enterprise «Diia» and overstating the cost of its services. Secondly, regarding inaction, which «consists in the failure to take the necessary actions to ensure the financing of services for the creation of the second stage of the DSOM in the interests of the organizers of the games.»

In December 2023, the Cabinet of Ministers approved the procedure for the operation of the State Online Monitoring System (SOMS) for control in the gambling business. At that time, KRAL planned to implement it during 2024–2026.
After the liquidation of KRAIL, the State Agency PlayCity, which began operating at the end of May 2025, became responsible for the implementation of the monitoring system.
Due to lack of time, the state decided to divide the implementation of the DSOM into two development phases:
the first has already taken place: the DSOM was adopted on December 19 and put into trial operation on December 31, 2025;
A tender was required to implement the second phase, but no funds were provided for it in the budget.
The second stage, which is mentioned in the People’s Deputy’s appeal to the Prosecutor General, involves collecting gaming data «after» converting money into chips — in fact, complete analytics of all gaming processes; almost 100% coverage of the gambling operator’s actions and integration with an already connected market.
In January 2026, the government adopted a resolution that designated the technical administrator of the DSOM, the state enterprise «Diya». According to Hetmantsev, UAH 23 million was allocated for the services of the state enterprise «Diia».
«In conditions where the tender for the creation of the second stage of DSOM has not been announced and funding for such a purchase is not provided for in the State Budget of Ukraine for 2026, this development of events is quite satisfactory for the organizers of gambling games, who are absolutely not interested in introducing DSOM in full functionality. At the same time, this reduces the organizers' license fee by three times,» said Getmantsev.
The People’s Deputy added: «Instead, the unprofessional activities of amateurs from the Ministry of Digital Affairs and PlayCity, who continue to play the role of an „effective regulator,“ cost the budget about 20 billion annually.»
