Ukrainian anti-drone system manufacturer December1 and Lithuanian defense company Pekkla have agreed to create a joint venture in Lithuania. They plan to start producing Damba electronic warfare (EW) systems there in 2027, which will be supplied to the Ukrainian military. The cooperation will take place within the framework of the Build with Ukraine program with the support of the Lithuanian government.
This was reported by the press service of December1.
The new facility will produce the Damba electronic warfare system, which December1 already manufactures in Ukraine. In July 2026, December1 told Business Insider that since August 2024, the company has delivered more than 6,000 Damba systems to the front.
The "Dam" creates radio interference that disrupts the operation of enemy drones. Several such systems can be combined into a network to protect a larger area. The complex can be controlled remotely, and part of its work can be automated.
Lithuanian Pekkla will be responsible for the production infrastructure, compliance with Lithuanian legislation, and the involvement of local engineers. December1 will provide the technical part of the project.
"This is the first such experience for December1 and we are glad that Lithuania, a large and uncompromisingly reliable partner of Ukraine, has become our partner. The launch of the joint venture will allow us to scale and provide the Ukrainian Defense Forces with even more necessary means," said Ilya Kabachynsky, Director of International Development of December1.
Earlier, dev.ua wrote that Ukraine and Lithuania launched the Brave Lithuania program for the joint development of defense technologies. It involves cooperation between Ukrainian and Lithuanian companies in the creation of drones, electronic warfare equipment, communication systems, and solutions based on artificial intelligence.
