The National Bank of Ukraine is easing a number of currency restrictions to support the defense-industrial complex from December 31, 2025. The changes apply to companies that are residents of the Defense City legal regime and are aimed at facilitating their operations.
As reported by the NBU, the easing of restrictions, developed jointly with the Ministry of Defense of Ukraine, includes:
conditions for purchasing foreign currency for importing goods;
making cross-border transfers from Ukraine for certain types of transactions.
The regulator notes that these changes should create appropriate financial conditions for the operation of defense industry enterprises and strengthen Ukraine’s defense capabilities.
The relevant innovations are enshrined in the Resolution of the NBU Board of December 30, 2025 No. 166 «On Amendments to the Resolution of the NBU Board of February 24, 2022 No. 18». The document entered into force on December 31, 2025.
