Deputies fail to vote on bill on deanonymization of drones
The Verkhovna Rada of Ukraine did not support in the first reading the draft law No. 13600, which provided for the introduction of strict control and mandatory registration of civilian drones after the end of martial law. The document received only 199 votes out of the required 226.

The document, which was approved the day before by the parliamentary committee on law enforcement, was intended to completely de-anonymize UAV owners. The initiators' main argument was the potential danger from drones in peacetime.
To minimize these risks, the bill proposed to introduce the following rules after the lifting of martial law:
Double registration: mandatory registration of all drones in the State Register of Aircraft, as well as parallel registration of drones and identification of users in units of the National Police.
Licensing: introducing a list of documents that would confirm a person's right to operate a drone in civil airspace.
Liability: Administrative fines for operating unregistered UAVs, flying without documents, or operating a drone while intoxicated. If such actions would lead to significant material damage or injury to people, criminal liability was envisaged.
How Parliament voted
The majority of votes for the initiative came from the pro-government faction, but they were not enough to pass a decision. Many deputies from other factions abstained or did not participate in the vote.

Serhiy "Flash" Beskrestnov, advisor to the Minister of Defense of Ukraine on drones, also expressed his vision of possible drone regulation.
