The State Service for Special Communications and Information Protection of Ukraine has published an open list of software and communication (network) equipment prohibited for use. All programs on the list are developed by the Russian company 1C.

On October 22, 2025, the Cabinet of Ministers approved the procedure for forming and maintaining an open list of prohibited software and communication (network) equipment. Its goal is to simplify procurement processes and risk management for government institutions and critical infrastructure facilities.

The list is dynamic and will be updated and supplemented. Today it consists of 27 software developed by the Russian LLC "1C". According to the IT Ukraine Association, these programs are used by 75% of Ukrainian enterprises, which is approximately 500,000 companies.

The list of prohibited software includes:

  • 1C: Accounting 8 for Ukraine;
  • 1C: Enterprise 8. Trade for private entrepreneurs of Ukraine;
  • 1C: Enterprise 8. Comprehensive accounting for budget institutions of Ukraine;
  • 1C: Enterprise 8. Salary and Personnel Management for Ukraine;
  • 1C: Enterprise 8. Document management system for Ukraine;
  • BAS Retail;
  • ''UA-Budget''.

"The list is a centralized and official source of information for state authorities, local governments, military formations, state enterprises, and critical infrastructure operators regarding technological solutions, the use of which creates unacceptable risks to national security," the State Service for Special Communications said in a statement.

Let us remind you that in Ukraine they want to introduce a ban on the purchase, use and distribution of hostile software . To do this, it is necessary to adopt draft law No. 13505, which provides for liability in the form of financial sanctions in the amount of 2% of the total annual turnover.
