The winner of the tender for the development of the State System of Online Monitoring (DSOM) of casinos, in which three participants participated, was the company "Computer Information Technologies" (Kitsoft) with a bid of almost 26 million UAH.

The state online monitoring system, which should ensure transparent control over the operational activities of gambling organizers and tax revenues to the budget, will be developed by the Kyiv IT company Kitsoft (Computer Information Technologies LLC).

According to the Prozorro public procurement system, the company "Computer Information Technologies" became the winner with a bid of UAH 25,944,999.
We remind you that the tender provided for state funding in the amount of UAH 30 million and must be completed by December 8, 2025.
There were three participants in the tender in total. In addition to the winner, Kedrtech LLC and Strimko Ukraine LLC also participated.
Kedrtech LLC submitted a bid for the lowest amount — UAH 19 million, but it was rejected because the company did not provide tender offer security.
The next step will be signing a contract with the company.
In December, they plan to launch the first phase of the Online Monitoring System — it will record all financial transactions of licensed casinos in real time.
Earlier, the Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy Danylo Getmantsev stated that the launch of the DSOM, which was supposed to take place on September 30 , was disrupted. Initially, the launch of the system was blocked by KRAL for 3 years. According to the people's deputy, this was done at the request of the organizers of gambling. In December 2024, another postponement of the system launch was adopted. In March, PlayCity was created, but only on September 3, the agency announced a tender for the development of the system .
