21 of the 31 largest producers of commercial cyberespionage tools operate outside international regulatory mechanisms.
This is stated in a study by the Economic Security Council of Ukraine (ESCU), which was presented in parliament and provided to dev.ua.
«The major producers of commercial cyber espionage tools, particularly in Israel, India and Russia, remain outside the international regulatory systems. At the same time, the market for commercial espionage technologies continues to grow. In 2025, its volume is likely to exceed $55 billion, and by 2033 it could reach $168.7 billion,» the study notes.
Thus, ESCU analyzed companies involved in the development, licensing, or support of technologies for remote access to devices, data extraction, and covert surveillance.
As an example, the study cites the manufacturer of the Pegasus spyware, the Israeli NSO Group.
«We are observing an increase in the use of commercial cyberespionage tools against journalists, opposition politicians, human rights defenders, and civil society representatives in various countries. That is why it is important to improve international control tools,» said the author of the study, Mia Vybranovska.
Previously, ESCU, after consultations with the Ministry of Foreign Affairs of Ukraine, developed 10 recommendations to improve the structure of international cyber sanctions.
Meanwhile, according to the acting Minister of Digital Transformation Oleksandr Bornyakov, all state IT projects are implemented according to the Secure by Design principle and will be «almost impossible» to hack.
