Vyacheslav Protsenko, Director of Management, Development and Implementation of Software Solutions in the Public Sector at EPAM, talked about how artificial intelligence is changing public administration — and why Ukraine is moving faster than it seems.

According to him, EPAM has already become an AI-Native company: AI is integrated into most processes, including strategic planning. At the same time, the planning horizons themselves have radically shortened. «Today, strategy is no longer years. It is three months. And it needs to be constantly revised,» Protsenko noted at the NV event «The Great Digital Transformation.»

The state, in his opinion, is an ideal environment for the implementation of generative AI — precisely because of its nature: a lot of texts, data and regulations. He sees the greatest potential in document management, data processing, statistics and legal services. As an example, he cited the transformation of the State Statistics Service, where an AI assistant has already been implemented for the selection, grouping and visualization of data.

Protsenko separately highlighted healthcare as one of the most dynamic areas for AI startups in the world and a promising area for the state: analysis of population needs, optimization of subsidies, distribution of budget resources.

At the same time, he did not ignore the risks: personal data protection, cybersecurity, algorithm transparency and citizen trust. A separate challenge is regulatory. «This will effectively be the second GDPR — with serious fines and compliance requirements,» he warned regarding the EU’s future requirements in the field of AI.

Despite the challenges, Protsenko assesses Ukraine’s progress positively: a center of competences has been created, a national language model is being developed, and AI solutions are being implemented in defense. «The speed of implementing artificial intelligence in the state already matches the private sector. And this is a very strong result,» he concluded.
