"Let's continue to build a digital state." Fedorov became the first deputy prime minister in the renewed government
The Verkhovna Rada has approved the appointment of 13 new ministers to the Cabinet of Ministers of Ukraine. Mykhailo Fedorov was appointed First Deputy Prime Minister and Minister of Digital Transformation. He spoke about what he will work on in the renewed Government, announced the launch of a dashboard «with all the key data of the state’s life» and stated that «Diya» should turn into an AI agent.
The Verkhovna Rada has approved the appointment of 13 new ministers to the Cabinet of Ministers of Ukraine. Mykhailo Fedorov was appointed First Deputy Prime Minister and Minister of Digital Transformation. He spoke about what he will work on in the renewed Government, announced the launch of a dashboard «with all the key data of the state’s life» and stated that «Diya» should turn into an AI agent.
«The renewal of the Ukrainian government has taken place, and starting today, government officials should begin to fulfill the assigned tasks», — said Ukrainian President Volodymyr Zelenskyy.
On July 14, 2025, Zelenskyy invited Yulia Svyrydenko to «head the government of Ukraine and significantly update its work,» replacing Denys Shmyhal, who had headed the Cabinet of Ministers for the last 5 years, as Prime Minister.
On July 15, Shmyhal resigned, and on July 17, the Verkhovna Rada voted to appoint him as Minister of Defense. On the same day, 253 deputies of the Verkhovna Rada voted to appoint 13 new ministers to the Cabinet of Ministers of Ukraine:
Mykhailo Fedorov — First Deputy Prime Minister, Minister of Digital Transformation;
Oleksiy Kuleba — Deputy Prime Minister for Recovery, Minister of Community and Territorial Development;
Taras Kachka — Vice Prime Minister for European and Euro-Atlantic Integration;
Matviy Bidny — Minister of Youth and Sports;
Herman Galushchenko — Minister of Justice;
Svitlana Grinchuk — Minister of Energy;
Natalia Kalmykova — Minister of Veterans Affairs;
Ihor Klymenko — Minister of Internal Affairs;
Oksen Lisovyi — Minister of Education and Science;
Viktor Lyashko — Minister of Health;
Serhiy Marchenko — Minister of Finance;
Oleksiy Sobolev — Minister of Economy, Ecology and Agriculture;
Denis Ulyutin is the Minister of Social Policy, Family and Unity.
«Firstly, we will continue to build a digital state, develop „Action“, „Dream“, implement the innovation strategy, launch 5G soon and create many breakthrough products for our country,» Mykhailo Fedorov commented on the Government update.
According to Fedorov, the president has prioritized «developing technological innovation in the defense sector.» He added that other goals include human capital development, strengthening the Ministry of Education, assistance for internally displaced persons, digitalization, and the implementation of AI, and «an IT system with quality data for the government.»
How will «Diya» develop?
«We have large-scale plans for the development of Diia. We understand that the digital state of the future is when you give one request and get a result. To do this, we are integrating AI into Diia,» Fedorov noted.
He said that later the state service will have the opportunity to apply for a license online, clear a car with customs, change your last name, and receive consular services.
«We are preparing to launch e-Excise and e-Notary. We will create a medical office in Diya, and receiving a pension will be the most convenient service in the world. A separate track is services for veterans, who should feel the gratitude of the state,» said the head of the Ministry of Digital Affairs.
Fedorov added that «Diya» should turn into an AI agent, and announced that an AI assistant should be launched soon, with which it will be possible to receive the first service.
«Over time, instead of looking for the right service among dozens, it will be enough to describe your situation and „Diya“ will find a solution on its own. This is about a new level of interaction between citizens and the state and the development of digitalization», — said Mykhailo Fedorov.
He also announced the launch of a «single product for the entire government» — a dashboard «with all the key data of the state’s life,» which should be operational in the near future. According to the plan, it should provide «quality data» to government officials in real time.
Fedorov appealed to Upwork CEO about blocking Ukrainians on the platform: «The current approach discriminates against citizens who have not violated any rules»
