Defense Minister Mykhailo Fedorov, who may leave the government, held a candid press conference for journalists and MPs. He summed up the results of his work since 2019, spoke about the architecture of technological warfare, and openly named the reasons for the conflict with Commander-in-Chief Oleksandr Syrsky.

PART I: FROM «ACTION» TO WORKING ON WAR

I would like to briefly talk about the results of my work as Secretary of Defense today. Actually, my work in defense began earlier, first with a large-scale invasion, in 22. You remember the story with Starlink, Elon Musk, then the Drone Army and so on.

And my work in the presidential government began back in 2019. And, probably, I am the last minister from the first government and the last one who was dismissed today or yesterday, or the day before yesterday. And I will say honestly that these years… like the representatives present today from the Servant of the People faction, we have faithfully served our ideas to the president in one team.

«I did not build a political career, did not create my own companies, do not do business. I can say that in the president’s entourage there is definitely, probably, the person who appreciated him the most and appreciates him among those who are around him. And he was never let down by anything. Just as he did not let you down, in principle. There were no corruption scandals, there was no construction of any schemes.»

We have built a digital state since 2019. And this, if you look at the polls of people, is probably the biggest reform that Ukrainian citizens assess as a successful reform. We launched «Diya», «Mriya», the best tax regime in Europe — «Diya City», we generally changed the tax system for technology companies, then these companies that began to produce weapons, defense companies that went into this regime. We built telecom, went through difficult winters, we had communication, we had a lot of problems, cyberattacks, but you and I built a digital state.

And then, from 22, we started to deal with war, being in the position of Minister of Digital Transformation, with our entire team. My goal is to show what was achieved. Because these are, in fact, architecturally important things so that we can continue to beat the enemy, continue to win back our lands, so that the enemy does not advance, so that we can protect our cities, what cannot be destroyed, what needs to be supported and, in general, to emphasize what problems remain.

It seems to me that it is time to talk to Ukrainians like adults, that there are certain problems that need to be solved. They cannot be silenced. Why is the slide called «Our History with You»? Only two people saw this document. (No, three, plus the designer). The president and I. A month later, when we started auditing the Ministry of Defense, talking to the military, we discovered a number of problems that frankly highlighted what needs to be changed so that we can achieve our goal of stopping the enemy and signing a truly just peace. We went through this document with the president.

TECHNOLOGICAL ARCHITECTURE: HOW ASYMMETRY WORKS

Today we kill 95% of the enemy with drones, we protect our skies with drones and we do many different technological things. And it all started in 22, when we adopted such an unprecedented story, which was supported by the government at that time:

Increasing margins for drone companies, opening the market to 25%. These are some of the best conditions for creating a business in the world.
Launch of the «Drone Army»: at the request of the president, they launched United 24, a fundraising platform, and launched the first collection. This money was used to invest in drones, the first purchases. The Ministry of Defense was not buying drones at that time.
Development of naval drones: we started purchasing the first naval drones on a more or less industrial scale thanks to the assembly. And after that they started hitting Russian ships. Today there are already a large number of companies, there is a market, there are state orders, but we started it as a startup.
Procurement of the first DeepStrikes: I remember when the first DeepStrike hit the first target, when the drone arrived. We then procured these first DeepStrikes through the State Security Service. Today, these are our long-range sanctions that the whole world is talking about.
The development of the Delta system: we saved it, to be honest, from all the glavkomiks that I met, because there was a certain culture of always doing something with Delta. But today, Delta is what the whole world needs. Network-centric warfare is built on the best electronic warfare system that was born among the military in our country.
The introduction of strike drone companies in the Armed Forces (later it grew into the KSBS — Unmanned Systems Forces Command). We also launched the first companies without the state budget. We looked for money among companies, bought pickup trucks, the first drones.
Creating an e-points system (electronic points): everyone knows the electronic system, it is a game changer for the whole world. Today, our units from the battlefield can buy with electronic points, which they receive for destroying the enemy, for video verification, they can buy drones through the «Amazon for War» (Brave1 Market). This helps to win in every innovation cycle, because every three, two months the products are updated.

Then the drone line was launched, which today kills every third (depending on the month) or fourth Russian on the battlefield. Based on the ebals, we selected the best units, because a system of active control had appeared, and began to provide direct funding with money to these units. Our logic was that when there is no time to build a system (and a system needs to be built), then what we can do quickly is help strong units. We began to give billions of dollars to Lazar, Alpha, Magyar, Achilles, K2, etc.

There was also funding and the launch of the opening of the explosives market. Recently, we provided almost a billion in grants for the private sector, for innovative production. We opened the market for NRCs (ground robotic complexes). Last year, we managed to contract 12 thousand NRCs, against which there were a lot of people. But the political decision is — we are moving forward. This year , 50 thousand NRCs will be purchased, everything that can be bought is being bought.

An aggressive decision was made to open up the market for interceptor drones:

«Give the opportunity to private companies to come to the region, integrate into the air defense system, test interceptors in real time on shaheeds and receive, I don’t remember, 10-20 thousand dollars for this as motivation for them to develop. And this is a non-standard decision. Everyone was against this decision, but at the stake the president said: „Let’s go“, and we made this decision. And today we consistently intercept 70, 90% of shaheeds that fly into the territory of our country.»

Drone assault units were also launched (please do not confuse them with just assault units). It was decided to support the Code 9.2 units and the first OSH with additional funding. To show how, thanks to drones, you can knock out everything first, and then enter with infantry with minimal losses. Code 9.2, together with Charter, retook Kupyansk. Drones work, then people work. And we protect the lives of our soldiers.

Fedorov also mentioned the symmetrical operations «Auchan» and «Auchan-2»:

«Operation Auchan is the destruction of equipment. This operation was built on the basis of the Laser and Nemesis groups, when we simply combined a large number of helicopters and launched a thousand drones over 50 kilometers in a few nights, and more than 700 pieces of equipment were destroyed. This operation led to the fact (it was in May last year) that from May to October there was not a single mechanized attack by the enemy. And this year we repeated the „Auchan-2“ operation and destroyed 250 enemy artillery installations in two nights, because we continue to lose people from Russian artillery.»

How Starlink was turned off for Russians

An important decision was made at the beginning of our work at the Ministry of Defense — it was disabling Starlink for the Russians. We had a conversation with Elon Musk when the first Shahed with Starlink flew over the building above Kyiv and then the center of Kyiv, even over the building of the Ministry of Defense. We realized that if we do not disable Starlink for the Russians now, then this will become our problem, because the Shaheds controlled by operators, which are not suppressed by electronic warfare, will change the flight trajectory and will be able to destroy all our air defense, Patriots, F-16s and much more.

» There was this conversation in which there was a 1% chance that it could be done. But Elon said, «Let’s just talk on video.» And it was the first video conversation, we always communicated by text. We talked, he said, «Okay, I’ll do it.» He asked for lists. He says, «Only one thing — I’m changing the rules, the conditions for Starlink buyers for a large country.» And this, from a business point of view (that now you need to register a Starlink), changing the rules — it looks catastrophic. How will your people say, like, Elon, what are you doing? But thanks to the construction of the digital state that was created before that, through SNAPs, through ACTION, a large number of Starlinks were registered, and SpaceX itself was shocked that we can implement such projects in a matter of days.»

Also, after our team started working at the Ministry of Defense, we proposed Pavel Elizarov to create a small air defense system. By the way, today he wrote a report on his dismissal from service. I hope that this will change, but our idea was to build a small air defense system that would intercept at least 95% of all shaheeds, cruise missiles, thanks to the organization of new technologies. Our task, which we have already declared, is to stop the enemy’s advance as much as possible. We called this doctrine «Airland Economy» — to intercept as much cruise missiles and drones, ballistic missiles, to stop the enemy’s advance on the battlefield and to make sure that Russia could not finance the war.

10 MAIN PROBLEMS OF THE MINISTRY OF DEFENSE AND THE GENERAL STAFF

The minister named systemic problems within the defense department that prevent effective warfare:

War at the tactical level. We are now fighting more at the operational level, but we are fighting at the tactical level. Russia always works on operational depth, it was built doctrinally that way. And our organization is now only being transformed into a corps system.
The corps system has not fully worked. We have successful corps that move forward every month, and there are those that lose territory, where corps commanders are constantly changing. We have corps that have already become a school, a philosophy, and there are corps that we don’t even know how many brigades there are, what is happening there. Corps do not distribute all resources to brigades within. Why are there corps that have 5 brigades, and there are 11 brigades?
Disintegration of brigades and corps. There are brigades that cannot even gather together how many battalions they have. A battalion breaks out of one brigade and rushes into another. In such a system, it is impossible to build a management system.
Lack of responsibility. No one is responsible for anything. This is a classic. There are always those who are guilty, and an investigation is conducted into those people at the front who performed certain tasks, and responsibility always falls on someone. It’s just a culture that has been created over the years. Someone else is always to blame, or there will be an investigation, and we will determine who is to blame.
Constant replacement of commanders. Change of brigade commanders: a brigade commander comes, works for a month, he is fired, another one comes — he is fired. With such an organization, it is impossible to predict and plan anything.
Supply is not through the corps. In the last 5 months, we have purchased more drones than in the entire last year, and most units have not felt it. Because the resource distribution is done manually: loyal — received, disloyal — did not receive. This leads to the fact that units cannot plan their future.
Blocking initiatives due to bureaucracy. We spent 4 months agreeing on a simple project for basic drone support for brigades. So that each brigade and corps would receive a certain amount of resources to plan their further actions. We simply signed this order with great difficulty and we managed to launch it.
Isolation and poisoning of those who are developing. Scratchy, you’re doing well — beautiful, but stand in the corner. The third reprimand — goodbye. I think you’ll get a fourth reprimand after this speech. I wouldn’t want to do it, but we have no choice but to talk about it. If a person succeeds in something — okay, we’ll give you two months to sign (something — Ed.) with some commander. We won’t give you a distribution. Let’s conduct training for you, so that you deal with bureaucracy, not work. You can’t implement any systemic project.
Erasing human capital without analysis. We did a lot of work, we built the first such system of real-time analysis of the battlefield, casualties, we started receiving daily reports on casualties. But the decision of who to support and who not to support, who to strengthen and who not to strengthen, is not made on the basis of data. They are made on the basis of loyalty.
Sabotage of the renewal of the structure. In 6 months in the Ministry of Defense, we have not been able to create centers of competence, change the organizational structure, because the General Staff does not sign this structure. Because the name is not right, because something else is not right. We have not been able to transfer three people, five people in all the time to the Ministry of Defense. A warring country cannot transfer people to the Ministry of Defense, because there is a certain blockage. And the constant lie, it concerns me, that I am the one who ordered some investigations.

WHAT SOLUTIONS ARE PROPOSED?

These are cardinal personnel decisions: a change of both the commander-in-chief and the chief of the General Staff. We have no other option if we want to defeat the enemy asymmetrically, with minimal losses. A modern organization built on technology requires leadership in management. This means a lot of sensors, working with IT specialists, with smart people, attracting them without high salaries.

It is necessary to appoint strong corps commanders. We have several corps that show results: the Third Corps, the Charter, the Eighth Corps of the DShV. And there are corps that have 13 brigades and they cannot build a command.

Drone assault troops are also needed — a change in the concept of using infantry. A decree has now been signed to create operational response troops. I hope that this will be the basis of drone assault units. Technology is at war, we lose drones, not people, and then the infantry comes in. We need to strike with asymmetry, we simply won’t be able to mobilize the same number as the Russians do.

We need to build the Academy of Modern Warfare, we need a leadership school. The president should create this academy, so that we have a school that teaches modern doctrine, that we work on the front, so that we generate new leaders for headquarters and units.

This is also a consortium on ballistics and anti-ballistics. There is good news here — this consortium was signed on Monday and everything is moving here. We need to open up controlled exports and suppress corruption in procurement.

BATTLEFIELD DYNAMICS AND THE EBALES SYSTEM

This is an important slide that shows what the asymmetry and courage of Ukrainian soldiers lead to — this is the loss and de-occupation of territories, starting from October to June. Red — what we lost, green — what we managed to retake. You see a positive trend. Starlink in January, February became a complete game-changer of the situation, the Russians could not replace Starlink with anything. They continue to lose people, they are no longer carrying out group attacks, not in small groups, but single ones.

This is the loss of Russians per month. We continue to kill 27,000-35,000 Russians thanks to the e-point system.

The next slide is statistics on UAV hits at 20 plus kilometers.

Look at the dynamics of how much we killed in January and how much in June. The system of correct procurement in February, when we were allocated funds, led to the emergence of such statistics.

PART II: QUESTIONS AND ANSWERS

About relations with Alexander Syrsky

Yesterday I spoke with your opponents, and they said that, in principle, we have all become victims of two battles of ego — yours and Syrsky. I wanted to know why it really didn’t work out for you with Syrsky? What is the logic of slowing down initiatives if we have the same goal?

Answer: In fact, when the president said that he did not plan to replace Syrsky, this was his decision as the Supreme Commander-in-Chief. And I completely agreed with this decision and said: so, I will learn to work with him, because after all, our client is the Ukrainian people, not someone else. But we faced the fact that all the initiatives that we propose began to be blocked.

Syrsky is not ready to face him personally, to talk openly about the problems. He is ready to go to meetings personally, to weave intrigues, to think that someone ordered some kind of campaign in the media, and not the problem in the actions that are taking place. And this led to the fact that he actually gave an ultimatum, as we all know. And instead of figuring out how to asymmetrically defeat Russia, which is the task of the Supreme Commander, he figured out how to split the country, where we are today.

I didn’t set any conditions: either me or Syrsky. I said: we will defeat Russia with such a commander. Because in fact, Syrsky saved our country in 2022, including. He conducted the Kyiv operation, the Kharkiv operation, and participated in the Kherson operation. We cannot underestimate such a commander. But war has changed completely. The drone changes its architecture, because some new features appear at least four times a year. Certain things in technology change 20–30 times a year. The control system has changed, and we must change. We cannot go on with what was then. We know how to play bureaucratically, let’s do it — they told me «no». And I endured and was ready to work calmly until the commander gave an ultimatum.

About the conversation with the president and the future

Tell us what your future plans are now and what was the outcome of your conversation with the president yesterday? Did he offer you any further role?

Answer: What I do, as I believe inside, is about values. I see that the truth needs to be told, you cannot be a hostage to some obligations. I cannot be criticized for seven years for being involved in political activities, corruption, building some schemes. For seven years, I carried out reforms alongside the president and was in those hot spots of the country’s transformation, where we were sent. But today the question is not about me, the question is about all of us.

Ukrainians have the tools to stop the enemy now. We should not be like the Russians, we should change our approaches and tell the truth. Therefore, the conversation with the president was normal, but the choice was probably made or will be made — I don’t know. My task is to show what we did and talk about the risks. I have been doing this 24/7 for four years and I don’t want to look my children in the eye later because I didn’t tell them what was really happening.

On the failure of mobilization and the CCC

One of the criticisms against you is that you failed to solve the mobilization problem. What is your response to this criticism and what was your plan?

Answer: I didn’t respond to the mobilization hate for six months at all in order to prevent the situation that arose today and to which, in fact, the Chief Commander led us (I still don’t know who the architect of this story is). In order not to say «it’s not me» and not to avoid responsibility. But who does the CCC report to? The Ground Forces. Who do the Ground Forces report to? The Chief Commander. And the General Staff takes care of these issues. Policies are formed there. There are policies where you need to wear masks, because there is no responsibility for attacks on the CCC. There is no black and white side here.

The new contracts that we launched (two-year, 14-month), young people do not discuss. They discuss the ex-brigade commander of the 155th brigade, who did the greatest evil that could have been done during a full-scale war. They discuss the assault units and the specific situations that occurred there. Therefore, it is impossible to resolve the issue of mobilization without a new social contract and without real changes in the army.

«Why are the 3rd and 4th Corps the largest along the entire front line? Because processes have been built, there is responsibility for the strip line, all brigades are gathered inside, a clear vertical, doctrine, normal support and leadership. There is a queue of at least 2,000 foreigners in the „Charter“ who want to come now. The root of the problem is in our product. And what are we selling? We are selling lies, chaos, irresponsibility: go, go, there are no mines there.»

We need to radically change our product. There are a lot of people in the army who can do a lot more things if they are given freedom. And they will not run away from the battlefield. All these fakes about Syrskyi being able to hold the front because he is such a dictatorial-authoritarian type… Ukrainians actually stopped the Russians because they made a decision, went out and stopped them. Ukrainians do not need a man with a baton from above who will push them to the front line for 10-15 days under a drone. They need respect, normal contracts, terms of service, the possibility of transfer, leaders who listen to them, and social support.

On the reaction of international partners

Have you had any calls from colleagues abroad, how many countries have been interested in your resignation? And is it true that you have proposed two people as replacements?

Answer: Regarding the replacement, the choice must be made by the president, he must hold dozens of meetings and figure out who can actually perform these tasks. Everything is digitized in the system: how many squares who lost, what statistics. We can draw conclusions. We have commanders who have shown through their leadership that they value people and do not weave intrigues.

As for foreign partners, of course, many people call and write messages. I read a message from Boris Pistorius, he is the person who helps Germany the most, he is very appreciated. He is an incredible Minister of Defense, the new European Churchill. Many ministers called. Super-tech giants have already offered jobs, Alex Karp called (owner of Palantir) and said: «Come on, we have to do something together now.»

But I think this is our internal history, there should be no international pressure. We need a new social contract, to stop the Russians in the sky and on the ground, and force them to make peace.

About rallies in support of the minister

People took to the streets in your support. Is there a scenario in which you would stay, and how would you interact with the Supreme Commander then?

Answer: First, the Minister of Defense is the president’s quota. Second, the Ukrainian people did not vote for a specific Minister Fedorov. The Ukrainian people voted for themselves because there were hopes, the initiative was seized on the battlefield and in the sky, and now this trajectory is breaking and there is a risk of going back. The president and I had a phone conversation today. I do not need the position of Minister of Defense in order to be Minister of Defense. I need this position in order to win the war. In such a structure (with Syrsky — Ed.), I personally do not know how to win the war.

On the transfer of brigade commanders

What was the effectiveness of the first stage of mobilization reform and was there any resistance from the General Staff?

Answer: There are units that actively sign contracts and advertise them. Here is Flint from «Code 9.2» — a person who participated in the de-occupation of Kupyansk, he was transferred to Zaporizhia, he began to blow up bridges from Crimea with drones, knock out equipment. An unreal professional, for whom I am standing here today. And he was transferred to the Kharkiv region or somewhere for the reason that he needs to be taken away from Zaporizhia, where he is successful, because he is associated with me. And this is a big problem. Out of 3-4 thousand people, a thousand of him signed contracts. But it is impossible to reform contracts from the Ministry of Defense on his own — the General Staff must be a participant. I hope the Chief of the General Staff will not be offended, but even NATO signed our contract.

About corruption schemes in procurement

Which corrupt individuals or companies are involved in your dismissal and what have you done to cut off the flow of corruption?

Answer: We launched a new data-driven procurement system from day one. Previously, the General Staff wrote a list of companies from which products should be purchased. We changed the system and introduced a new order: the top 10 companies are selected based on e-points, Dechaine, and orders on Brave1 Market. 80% of drones are purchased from these top 10 companies to improve quality, and 20% are purchased through tenders.

The second step was to launch open tenders. First, we bought 150,000 artillery shells, saving money. There was one well-known company that was recently raided, and it came out with a public position that «we are killing artillery,» because we had abandoned short-range artillery and started purchasing long-range. They thought they could negotiate or disrupt the tender, but then they realized that tenders were the norm. The sixth company joined and lowered the price by $1,000 for each shell. We saved more than $100 million on the artillery tender. Then we launched a tender for Crimea Strike (150-160,000 drones), 59 companies applied, and the price reduction will be 20-30%.

We stopped a large number of contracts that were signed directly with foreigners and Ukrainian companies, which I didn’t even know about. I found out like this: I come to the country, I say — we won’t buy the 155th short, don’t give 200 million for repairs of the Leopards. I arrive, my phone is ringing: «You broke our contract, we had a framework contract.» But if we now have a surplus of the 155th short at the front, how can I morally allow it to be bought? I have to make a decision — only the long-term one. Contracts are stopped, companies lose hundreds of millions of dollars.

«There is a lot of corruption, actually. There were department heads appointed by private companies. They simply come to meetings at the Ministry of Defense with employees of certain law enforcement agencies. When I found out, I was surprised. Why do you, the head of the department, invite a law enforcement officer to a meeting about shells or about the relocation of the enterprise? We started firing them. Once, a direct contract for drones was discussed, where there was a letter from BEB (this was known information) that the company had a 200–300% margin, and it belongs to a well-known person who does not live in Ukraine. The General Staff and the General Staff removed this company, but the entire market knew who said what at the meeting. We conducted an internal investigation, polygraphs, and found these people. I simply did not have time to physically sign the demotion and suspension, because the investigation was ongoing.»

Which commander should be removed right now?

Which of the commanders of operational commands or corps should be removed due to inefficiency? And why did the president, choosing between you on one side and Syrsky on the other, decide in favor of Syrsky?

Answer: Regarding commanders by surnames — I don’t want to, our task is to talk like adults, and not to undermine the organization of the country and put a label on people. For this, the commander-in-chief, the chief of the General Staff, must come, conduct an audit and, together with the Ministry of Defense, make a decision based on the data. We often see statistics on losses, but we don’t see which forces are subordinate.

Why did the president choose Syrsky’s side? I have known the president for seven years and I believe that he has not yet chosen Syrsky’s side. I spoke to him today and said that I am acting in accordance with my conscience. He spoke normally about me in the faction yesterday. But when 90% of people who have had problems after our work in the Ministry of Defense (due to the closure of the schemes) come to him, it is difficult for him as a manager to analyze all this. We always make the right decisions after we make all the wrong ones. The situation will be corrected.

About young people going abroad

When you spoke with Zelensky, how exactly did he formulate his dissatisfaction with your work? And is it true that you were one of the rare government officials who opposed preventing young Ukrainians from traveling abroad?

Answer: There were no specific arguments that this is not the case in the conversation with the president. There is simply dissatisfaction with the fact that the military leadership says that I am interfering or not helping. They did not say anything to my face, although I am used to saying everything to his face. I think that in general this is pressure on him. As for the decisions that I allegedly spoke against — the decision was made, I was in the team, so I was «for it.»

Who bought the Telegram channel «Trukha»?

The subject of criticism against you in Telegram channels was mobilization. What was planned in the context of this reform and is there a possibility of increasing military funding beyond zero?

Answer: I am not running for the position of Minister of Defense, so I will not talk about plans that failed. But you asked the right question about Telegram channels. I have a question:

«Who bought Trukha? Why did it start working against me from the moment it bought Trukha for a billion hryvnias? Why did Trukha start writing about the CCC and me, specifically blaming me for all the CCC cases? Why did they start announcing some kind of investigation? Who bought Trukha? Who writes theses for Hetmantsev? Who is fighting for the gambling business?»

Hetmantsev spent a year dealing with me, a person invested a year. There is eTobacco, which is made without money by a figure, not the Ministry of Finance, without the state budget. There is Playcity, which stopped taking bribes and made electronic licenses for everything.

Who is doing all this? These media attacks — I turn a blind eye to them. Can some person or group of people buy the biggest channel on the most popular network and start beating the Minister of Defense during a full-scale war? It doesn’t matter if it’s Umerov, Shmyhal, Fedorov or Klimenko. Who is behind this?

I appeal to you, journalists: if law enforcement agencies have failed to respond to this, please find out who is behind this.

On the protection of Sumy region

What real cases have you managed or failed to implement to solve the problems of frontline cities, in particular the Sumy region, which is being wiped out by artillery and KABs?

Answer: We went to Sumy region and saw a typical story: no one is responsible for the protection of air defense in the region. There is the «North» group of troops, there is the «Sumy» TGR, there is the «Sumy» TGR of air defense, there is the «Kursk» TGR, but no one is responsible for the protection of the city and the entire region, so that someone is specifically responsible and has everything under operational control. I was very hurt when we arrived at the building where the KAB hit. We met a father who buried his wife and daughter yesterday. He says: «I went to the position, talked to the family, I look — the KAB is flying, the first one passes by, the second one into the house.» And he tells me: «I saw that you signed a contract for „Gripins“ that will shoot down the KAB carriers. Put pressure on it and it will destroy those who killed my family.» Our task is to change the organization in order to put pressure on them.

About the military register and the «Army+» application

What did the ministry do with the «Oberig» and «Army+» registry systems, where many abuses, bribes for transfers, and fake deferrals were recorded?

Answer: What we did was the most important thing — we started back in the Ministry of Digital Affairs, then moved to the Ministry of Defense and finalized it. We created a single registry of military personnel for the first time. It is now 95% full. It is built on the basis of SAP and Impulse technologies, which collects information from the wheels. This registry will allow us to understand everything: from the delivery of a summons to where a person is, where they studied, how many combat missions they had, what additional payments they received — everything about a person’s life. We did not have time to announce it, but in the coming days an electronic military ID card for all military personnel was supposed to be launched directly from this registry. Like an electronic passport in «Diya». And then it was supposed to indicate what weapons a person owns and what other capabilities they have.

About the fate of the Ministry of Digital Affairs and Brave1

What is known about the change in leadership at the Ministry of Digital Economy, have you been offered to return there, and who could be appointed to replace Kornyakov?

Answer: They didn’t talk to me about the Ministry of Digital. Serhiy Boev went to Ukroboronprom as my deputy, then my other deputy applied to the Ministry of Digital. I know that they talked to her after the faction meeting and the meeting with the president. It is important to preserve the Ministry of Digital, because there is a Brave1 cluster there, which deals with military technologies, because before the Ministry of Defense did not deal with this at all. It is very important that we do not lose these technological maps. The Ministry of Digital is something we can be proud of in the world, we are a top country in digitalization, we are launching artificial intelligence.

Address to the deputies and finale

When the president talks about mobilization reform, what does he mean? Military personnel have been told about their terms of service for three years, but nothing has changed.

Answer: I think the president needs to answer this question himself. I would like to admit the mistake we made when we launched the first stage of the transformation of the army. We did not communicate, did not engage with the Ukrainian people in the person of deputies, expert groups, and the military themselves when we proposed new contracts. Whoever does the next stage of the mobilization and CCC reform, the first thing to do is to talk openly with society, publish a vision, gather CCC leaders, the police, and form a new social contract. Because it’s not about the CCC at all, but about where and how we are going.

My message to the deputies: are you satisfied with the lack of a large number of independent institutions? Are you satisfied with your conscience? If you want to make them independent, go out and do it. Are you dissatisfied with the lack of civilian control over the army? Offer something constructive, without shouting from the podium. Where are your balls to say what the real problem is? Tell us about the units, about the assaults, about the lack of transfers, about the manual distribution of money, tell us who is effective and who is not. Tell us your conscience, that’s all. People are dying for freedom, and we are sitting here on Bankova and Hrushevskoho and cannot say what we really believe in. I have taken this line myself.
