Ferchuk called the regulatory framework the first challenge. In her opinion, it is necessary to more clearly distinguish between military, dual-use, and civilian technologies.
«This is important for both companies and investors,» the minister noted.
The second direction is the development of our own component base. This is not only about the production of Ukrainian components, but also components for the components themselves. According to Ferchuk, this may be interesting not only for Ukrainian DefTech, but also for the European community.
The third barrier is human capital and R&D. Further development of the sector requires more than just developers.
«There is a shortage of products, project managers, purchasers, technical specialists, and engineers,» Ferchuk wrote.
In her opinion, this requires educational retraining programs and the restoration of the scientific and research base.
The fourth direction is scaling. The Ukrainian market, the minister believes, should be a growth point for defense technologies, not their endpoint.
Among the next steps, Ferchuk named attracting private investment, entering international markets, attracting capital, and developing exports.
Ferchuk previously stated that among the priorities of her work in this position will also be the development of DefenseTech and dual-use technologies, as well as strengthening the interaction of the state with the technology business.
