«There is no chance of revealing banking and tax secrecy in the near future,» says Hetmantsev.
He recalled that he had previously explained that the relevant decision would not pass through the current Rada.
According to Hetmantsev’s video message on TikTok, the Verkhovna Rada has not made, does not make, and, the MP is convinced, will not make a decision to open banking secrecy until the end of this convocation. «Such a decision can only be made by the Verkhovna Rada by amending the Tax Code and the Law on Banks and Banking Activities,» he explained.
As a reminder, the Cabinet of Ministers approved a bill on the transfer of information on bank accounts and safe deposit boxes of citizens to tax authorities. The State Tax Service will act as the holder and administrator of the register of accounts and individual bank safe deposit boxes of individuals. It will receive relevant information from banks. Thus, tax authorities will actually gain access to banking secrecy.
Previously, Nina Yuzhanina, a deputy of the Verkhovna Rada from the European Solidarity faction and a member of the Committee on Finance, Tax and Customs Policy, is convinced that the state has already actually begun to reveal the banking secrecy of Ukrainians.
On March 21, the National Bank updated the rules for storing, protecting, using, and disclosing bank secrecy, taking into account the amendments to the Law «On Banks and Banking Activities», which the Verkhovna Rada adopted in November 2023.
In January, Finance Minister Serhiy Marchenko announced that the State Tax Service would be given access to the financial data of Ukrainians, which is currently a banking secret.
Meanwhile, the NBU is against uncontrolled and unlimited extrajudicial access to banking secrecy .
