According to Hetmantsev, the inability to abandon the sole proprietorship model of cooperation is one of the main negative factors in Ukrainian IT in general and in «Diya.City» in particular.
«Despite almost 4.5 years of operation, „Diya.City“, unfortunately, has not become a substitute for the sole proprietorship model, which continues to remain the main form of organizing work in the IT industry,» Hetmantsev noted on his TG channel.
In his opinion, it is indicative that the number of individual entrepreneurs according to the types of activities provided for by law for «Diya.City» is not decreasing, but continues to grow.
«Over the year, it increased by 5,8% to 347,400 individual entrepreneurs, of which 97,1% of such individual entrepreneurs work on a simplified taxation system,» he cited statistics.
Meanwhile, according to his data, as of today, only 30,3% of current residents of «Diya.City» have chosen the tax on withdrawn capital, and in the first 5 months of this year, the share of such companies decreased by 8.8 percentage points.
«That is, despite many years of talk about the „revolutionary nature“ of the PnVK and its supposedly unalternative advantages for business, business itself is making a different choice. Companies that work with real money, real contracts, and are responsible for their decisions are increasingly preferring the classic income tax,» Danylo Getmantsev stated.
Nevertheless, the chairman of the Council’s finance committee noted the fact that «Diya.City» has united over 5,000 business entities during its operation, of which 4,365 are actively operating residents.
In addition, over the first 5 months of 2026, current residents of «Diya.City» paid UAH 20.8 billion in taxes to the budget (excluding the Unified Social Security Tax), which is UAH 8.5 billion or 69,5% more than last year.
As dev.ua wrote, in March of this year, residents of «Diya.City» reported on the payment of income tax for the entire year 2025. Compared to the figure for 2024, these revenues increased by 35%, or by UAH 1.3 billion in monetary equivalent.
