Hetmantsev said that he made several conclusions after listening to the information from the Accounting Chamber about the postponement of the implementation of the DSOM.
«About the culprit in the disruption. Every problem should have a name. In this case, it is M. Fedorov and his team. The documents clearly indicate this. Listen to the recording of the meeting,» the people’s deputy wrote.
According to him, there are currently no clear deadlines for the implementation of DSOM, and that PlayCity head Gennady Novikov predicts its appearance in 2027.
«The first stage of the DSOM is a profanation. The program, which will multiply two numbers together, does not provide any control or transparency and can easily be replaced by a calculator, has already cost the state 26 million UAH. There will be no accounting of winnings at all,» said Hetmantsev.
He added that there are currently no limits set for gambling, and other limits are «profanity.»
«The competition for lottery licenses turned out to be their distribution to existing monopolists without a competition. The argument that the law was an obstacle to the participation of foreigners does not stand up to criticism, because the authorized capital, the experience of conducting state lotteries abroad, and the network are normal. But it certainly cannot be provided in 29 days by an operator who did not conduct business in Ukraine,» the head of the financial committee believes.
Danylo Hetmantsev added that he demands the cancellation of the results of the competition and the release of those responsible for its conduct.
It was previously reported that Ukraine plans to launch a fully functional DSOM in 2026. This should become a key tool for market transparency, control of financial flows, and the fight against tax evasion.
Currently, the Ukrainian company Kitsoft has completed the development of the first stage of the DSOM for the state agency PlayCity. It works on the basis of the low-code platform Liquio, developed by Kitsoft.
