Hetmantsev and Arakhamia proposed to tax the Ukrainian defense industry on a separate principle. The Rada is registering a draft law on Defence City

«Together with David Arakhamia, we submitted for registration a package of draft laws on Defence City, developed jointly with the Ministry of Defense of Ukraine, so that our defense industry does not just survive, but grows,» Danylo Hetmantsev, the head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, noted in his Telegram channel .
According to Hetmantsev, these draft laws provide for the introduction of a list of enterprises of the defense-industrial complex — residents of Defence City. Such a list, according to the submitted documents, should be formed and maintained by the Ministry of Defense.
In addition, he noted that the list itself, as well as the reporting of defense industry enterprises and information about them, will have limited access and will be protected in accordance with the established procedure.
As for specific tax benefits, by January 1, 2036, it is planned for defense sector enterprises to:
exemption from income tax on reinvestment;
exemption from land tax;
exemption from real estate tax;
exemption from environmental tax.
According to the submitted initiatives, all existing tax preferences for the defense industry should also be preserved (VAT benefits, accelerated depreciation, benefits for employees at relocated enterprises, etc.).
Hetmantsev also announced that enterprises from the aforementioned list of the Ministry of Defense will be able to count on:
simplification of customs procedures;
simplified export controls for military technology;
additional guarantees of protection within the criminal process;
support in the relocation of enterprises;
the possibility for the NBU to establish specific features of currency supervision and currency transactions.
Currently, the draft laws regarding Defence City are open for signing by people’s deputies.
