The aim of the initiative is to protect the results of the industry reform from political pressure and involve a specialized specialist in managing the regulator. This is stated in the official statements of PlayCity and the Ministry of Digital Transformation.
The Ministry of Digital Affairs has already asked the Cabinet of Ministers to provide an appropriate mandate to develop a transparent selection procedure together with the National Agency for Civil Service (NACS). Independent experts are planned to be involved in the formation of the competitive procedure. The main task of the future head is to continue market reform, develop digital control tools, and implement a responsible gaming policy.
The Ministry of Digital Affairs and PlayCity claim that during the first year of joint work, they managed to launch the State Online Monitoring System (SOM) into test operation, strengthen the fight against illegal online casinos and illegal gambling advertising, and "brought the lottery market out of its many years of stagnation" by licensing its operators.
"The reform is showing results. At the same time, the more changes occur in the market, the stronger the resistance of those who were satisfied with the old rules of the game. To protect the results of the reform, PlayCity proposed to create a separate, clear procedure for the competition for the position of the future head of the agency," the Ministry of Digital Affairs commented on the decision.
We will remind you that in May, the Cabinet of Ministers approved the transfer of PlayCity from the sphere of management of the Ministry of Digital Affairs directly to the Cabinet of Ministers.
In early April, the head of the Finance Committee, Danylo Hetmantsev, announced a demand for personnel decisions regarding the leadership of the Ministry of Digital Affairs and PlayCity . According to the People's Deputy, they failed to ensure the commissioning of the state online monitoring system within the time limit specified by law, as well as the establishment of effective limits on player spending on the game.
Subsequently, the acting Minister of Digital Transformation, Oleksandr Bornyakov, as well as the ministry itself, voiced their official position regarding “systemic public attacks by People's Deputy Danylo Hetmantsev.”
