According to the case materials, on September 4 at 7:00 p.m., border guards discovered a programmer who allegedly attempted to illegally cross the state border outside the established checkpoint on the outskirts of the settlement of Tarasany.
Meanwhile, the IT worker explained that he was traveling from Chernivtsi to the Porubne checkpoint to meet his friend’s wife, who was returning from vacation in Greece. They were stopped at a checkpoint in the village of Tarashani, where relatively minor administrative offense reports were drawn up.
The programmer explained that he is an employee of the Central City Clinical Hospital and has a reservation, as well as permission to travel abroad for the vacation period from September 1, 2025 to October 1, 2025, and therefore had no need to illegally cross the state border. His position is an information technology programmer engineer of the information-analytical department of medical statistics and quality control of medical care.
Based on the above, the programmer asked the court to close the proceedings in the case due to the absence of an event and the elements of an administrative offense.

The resolution may be appealed to the Chernivtsi Court of Appeal through the Hlyboka District Court of Chernivtsi Region within 10 days from the date of its issuance by filing an appeal.
