«If you had a program that allowed you to take a picture of an incorrectly parked car and get €7 for it. Would you use it? I would,» wrote Nadiya.

Similar programs, where citizens can complain about parking heroes, have been considered for implementation in the US, Britain, and Canada. A similar mechanism, although not at the state level, also operates in Germany.
In particular, in New York City, in 2022–2023, the city council considered a bill under which ordinary citizens could receive 25% of the fine ($175, or about $44) for photo or video evidence of violations in bike lanes, on sidewalks, near schools or hydrants. The program was supposed to be similar to rewards for complaints about diesel emissions. In San Francisco, the board of supervisors considered a similar idea in 2022 — a reward for complaints about cars blocking bike lanes. Inspired by New York, but as of now, it’s just a proposal, not implemented.
In general, in the US, some cities (such as Philadelphia or Los Angeles) allow complaints through 311, but without a reward. There is a private app SpotSquad (since 2016), which promises a portion of the fine for complaints in private parking lots — users share the revenue from the fines, but it is not a government program and depends on the location.
Germany has a private service and app called Falschparker (or «Flaschenparker»), where users can receive a portion of a court fine (around €30 for a successful case) for reporting a parking violation in a private area (e.g., a yard). The company hires lawyers, sues the offender, and the «reporter» gets a percentage. It’s not a government program, but it’s popular in cities like Berlin or Munich. Anonymity is not guaranteed, and evidence is required.
In the UK, you can complain through FixMyStreet (mySociety), but without any reward — the council simply investigates.
Canada (Vancouver) allows you to leave complaints via 311, but without bonuses.
