Acting Minister of Energy Artem Nekrasov, in an interview with Forbes, outlined the critical situation in the Ukrainian energy system as of the end of December 2025. According to him, the initial plan to enter the heating season with a reserve of 1,000 MW, which should have been enough for a stable winter, was thwarted due to the unprecedented intensity of Russian attacks that began in September.
Nekrasov reported that over the three autumn months, the enemy damaged 8,000 MW of generation. Energy workers managed to restore about half of this capacity, but repair work is complicated by the fact that the shelling does not stop for a day.
The enemy has changed tactics, striking not only power plants, but also networks, substations, and gas production infrastructure. As of December 26, nine massive waves of attacks have been recorded with an interval of 10–15 days.
In the last month alone, the Russians have destroyed an average of 60 transformers, and the total number of strikes on power grids has reached over 2,000.
Despite this, Nekrasov named clear stabilization deadlines: if the shelling stops right now, it will take power engineers exactly two months to return the system to operating condition without disconnecting consumers.
To counter this terror, the Ministry of Energy has implemented new approaches to infrastructure protection, borrowing the military methodology of after-action review. Together with the Ministry of Internal Affairs, the department analyzes in real time not only the locations of hits, but also the vectors of attacks that did not reach the target.
According to the acting minister, this system allows you to predict scenarios of future strikes and maneuver air defense assets in advance, redirecting them to objects with the highest probability of attack.
Earlier, Vitaliy Zaichenko, Chairman of the Board of Ukrenergo NPC, spoke about the consequences of Russian attacks on the Ukrainian energy sector and advised to reduce electricity consumption.
