Vinnytsia City Court has suspended an administrator of the Ukrainian Higher Education and Training Organization (YEDEBO) who helped organize fake training for a deferment from mobilization. The case reveals a scheme where a private university lecturer and an IT administrator provided «admission» for $600 without the intention of studying.

The case reveals a scheme where a private university lecturer and an IT administrator provided «admission» for $600 without the intention of studying.
In August-September 2025, an associate professor at the Vinnytsia Institute of Clothing Design and Entrepreneurship (VIKOP) decided to make money off of those who were looking for ways to avoid mobilization. He offered potential «clients» fictitious enrollment in the structural unit «Professional College of Clothing Design» for $600.
To implement the scheme, the teacher hired the software administrator of the Unified State Electronic Database on Education (UEDEBO) — an IT specialist who had full access to the system and was responsible for entering data about applicants and students.
One of the potential «clients» contacted the SBU in Vinnytsia region and agreed to cooperate. Under the control of law enforcement officers, he went through all the stages of «introduction»:
September 3, 2025: Meeting at New York Street Pizza on Hrushevskoho St. The teacher explained the scheme and asked to send copies of the documents to his email.
September 4: «Applicant» sent scans of his military ID, passport, certificate, and an extract from the register of conscripts.
September 9: The teacher announced the price — $600, and asked for an email address to create a student account at YEDEBO. On the same day, he transferred the contact details and photo of the «client» to the database administrator.
The IT specialist, having access to EDEBO and knowing all the instructions for working with the system, violated the basic rules:
For these actions, the administrator received $100 out of the $600 that the «applicant» paid to the organizer.
September 10: A teacher in his own BMW (license plates recorded) received $600 in cash near the building at 131 Pirogova St. He reported the successful activation of the office and the date of the «exams.»
September 17:
September 18: «Student» received certificate No. 758996 stating that he is enrolled in full-time study in the specialty «professional junior bachelor» from 16.09.2025 to 30.06.2028.
Thanks to the actions of the teacher and the IT administrator, the information was entered into the Unified State Register of Conscripts. A deferral from mobilization automatically appeared in the mobile application «Reserve+» in accordance with clause 1, part 3, article 23 of the Law «On Mobilization Training and Mobilization».
In fact, the person received a legal deferment without having any intention of studying.
On January 9, 2026, the IT administrator was informed of suspicion under Part 5 of Article 27, Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine (complicity in obstructing the lawful activities of the Armed Forces of Ukraine, committed by a group of persons in advance of the conspiracy). This is a serious crime punishable by 5 to 8 years of imprisonment.
On January 13, 2026, the Vinnytsia City Court suspended the suspect from the position of administrator of YEDEBO until February 9, 2026 (within the period of the pre-trial investigation).
