Only 27% of IT specialists support "Diia.City" - the results of the DOU survey. What are the reasons for such low support for the special regime

On February 8, 2022, the special legal regime Diia.City became operational. In December 2021, when the special regime was in the process of being launched, the DOU conducted a survey that showed that 80% of IT specialists were against the innovation of the Ministry of Digital Affairs. Now their number has decreased to 58%. What are the pros and cons of Diia.City?

About the survey

In November, DOU launched a survey on how IT specialists feel about Diia.City. About 2,000 questionnaires were collected in a week and a half.

Survey results

58% of respondents spoke against «Diia.City» (1165 questionnaires);
27% support a special regime for IT (544 questionnaires);
12% of IT specialists have an uncertain position (239 questionnaires);
2% are not interested in the special regime (44 questionnaires).

Reasons why against

The tax law showed that the guarantees for «Diia.City» do not apply, so there is no point in the special regime — this is the opinion of 81% of IT specialists (1131 questionnaires);
71% of respondents do not trust the Ministry of Statistics and the state (991 questionnaires);
do not see any positive changes during the years of operation of «Diia.City» — 61% (860 questionnaires);
Haitians believe that through «Diia.City» they can cancel FOPs and simplified taxation — 58% (822 questionnaires);
The IT industry is developing by itself, there is no need to interfere — this is the opinion of 58% of the IT specialists (820 questionnaires);
50% of respondents do not understand why participation in «Diia.City» is a criterion for the criticality of the enterprise and the reservation of specialists (697 questionnaires);
45% of specialists (638 questionnaires) assume that working conditions in IT may deteriorate due to «Diia.City»;
35% (491 questionnaires) believe that IT salaries may decrease due to the special regime.

But there is something that Haitians like about the special regime

53% of respondents in this category said that they do not see advantages in Diia.City, but at the same time, IT specialists like some things:

reservation — 27% (373 questionnaires);
perhaps it will attract well-known IT companies to Ukraine — 14% of IT specialists (191 questionnaires) share this opinion);
12% (171 questionnaires) believe that it is an association of IT companies that can convey their opinion to officials;
gig contracts as an alternative to FOPs — 11% (157 questionnaires);
additional protection against mask-show — 7% (95 questionnaires);
social guarantees for specialists — 6% (79 questionnaires).

27% of respondents are ready to change their opinion about the special regime if they are convinced that tax guarantees for 25 years will remain unchanged. For 22%, it is important to leave the third group of FOP and simplified taxation.

45% of specialists are ready to stay with the company if it joins Diia.City, but the working conditions will not deteriorate. 18% are ready to quit immediately as soon as their company joins the special regime.
