As of October 1, 2026, the IT sector ranks second in terms of the number of both newly created and closed individual entrepreneurs, second only to retail trade, which traditionally holds first place.
According to the Unified State Register, 222,288 new individual entrepreneurs appeared in Ukraine in the first 9 months of 2026. Compared to last year, the number of new entrepreneurs has almost not changed. At the same time, closures decreased by 27%: 155,645 individual entrepreneurs ceased operations. The total net increase was 66,643 entrepreneurs.
"There were more new entrepreneurs in January, March, April and May, but in February, June, July, August and September, the number of new individual entrepreneurs decreased, compared to the same period last year. However, September still turned out to be a record this year - 27.4 thousand new entrepreneurs. It is worth noting that the surge in closures of individual entrepreneurs in January 2025 is associated with inactive registers in December 2024, when it was impossible to either open or close a case," the Opendatabot team noted .
Kyiv was the leader in new business registrations, with 27,300 new individual entrepreneurs. The top five most active regions also included Dnipropetrovsk (22,300), Lviv (17,200), Odesa (16,700), and Kyiv (16,500) regions.
At the same time, the capital also led the anti-rating in terms of the number of terminated cases - 19,500 entrepreneurs closed in Kyiv. Significant closure rates were recorded in the Dnipropetrovsk region (14,900), Odessa and Kharkiv regions (11,500 each), as well as Lviv region (10,200).
During January–September 2026, 16,654 IT sole proprietorships were opened, which is 7.5% of the total number of newly created businesses. At the same time, 17,076 IT entrepreneurs closed during this period (11% of all closures).
For comparison, as of October 1, 2025, the IT industry ranked third in terms of the number of newly created individual entrepreneurs (after wholesale trade), and the number of new IT entrepreneurs was slightly lower — 16,663 (7.4%). According to the observations of Opendatabot analysts, the closure of individual entrepreneurs occurred mainly in the same areas where they were opened the most: trade, IT, and individual services.
