"IT pays honestly". Ukrainian IT clusters and the association responded to Hetmantsev's criticism of "Diya.City"

Representatives of Ukrainian IT said that they decided to outline their position through Hetmantsev’s statements regarding the results of «Diya.City» in order to «provide a comprehensive vision of the state of the industry».
«Despite the fact that the decisions of the Cabinet of Ministers allowed residents to include not only IT companies, the industry obviously did not abandon tax evasion by using schemes with individual entrepreneurs», — says the head of the Verkhovna Rada’s Finance Committee.
The appeal from representatives of the IT industry notes that in the first half of 2025 alone, residents of «Diya.City» paid almost UAH 16 billion in taxes (almost as much as for the entire year 2024), which is a record result for the industry.
«The main increase in tax revenues was provided by personal income tax, military levy, and VAT, which directly support the state’s budget and defense capability, confirming the effectiveness of the „Diya.City“ model,» the appeal notes.
Ukrainian IT representatives indicated that after Russia’s full-scale invasion of Ukraine, foreign clients became more cautious due to the risks of power outages, employee mobilization, and other challenges associated with the war. According to them, the transition of companies to the new legal regime is taking place «gradually and evolutionary».
«At the same time, we are already observing a stable growth in the number of residents, their employees, and gig contractors. It is important to emphasize that the difference in the tax burden between individual entrepreneurs and residents of „Diya.City“ is insignificant, so it is incorrect to talk about tax evasion», — the appeal states.
IT representatives also recalled that the state guaranteed the immutability of the conditions of «Diya.City» for 25 years, and the business makes strategic decisions, in particular regarding investments and team expansion, counting on this stability.
«We are convinced that the further development of „Diya.City“ and support for the IT industry will ensure sustainable growth in tax revenues and an economic effect for the entire country», — the authors of the appeal believe.
