The Cabinet of Ministers has adopted a resolution allowing «combat» summonses to conscripts and reservists to be sent by registered mail. Previously, such summonses could only be delivered against a personal signature.

Refusal to receive or failure to appear entails criminal liability.

As stated in Government Resolution No. 916 of July 30, 2025, the changes provide that a summons for conscription during mobilization and dispatch to the place of duty may be delivered in person against signature or sent by registered letter with a description of the attachment and notification of delivery to the address of residence.

This applies to individuals who have already passed a medical examination and professional and psychological screening (if necessary). If you refuse to receive a summons, this will be interpreted as evasion of mobilization.

Summonses were sent by mail in Ukraine back in 2024, but this did not apply to summonses for service. Until now, individuals subject to conscription for military service based on the results of the VLK were given «combat» summonses only against personal signature.

Lawyer Yuriy Tanasiychuk told Kyiv24 that the procedures and changes adopted by the Ukrainian government are entirely within their authority and responsibility. «Therefore, there can be no question of illegality or illegality. These are changes to the current rules. We adopt them almost every quarter, and that’s good, because this dynamic is a requirement of the time and how military operations are developing,» Tanasiychuk noted.

Speaking about the rules for delivering summonses, he recalled that in Ukraine there have already been several different stages of adapting these processes to the requirements of the time.

«The beginning of a large-scale invasion: this is the old procedure of delivering summonses for signature and there were many insinuations about it. The next significant stage is the mass mailing of messages, which were also called „summonses“, centralized with the help of Ukrposhta. It is obvious that after studying the effectiveness/inefficiency of these processes and understanding how many people need to be mobilized each month, what specialty, what qualifications, assessing the apparent confrontation between the CCC and citizens of Ukraine and various illegal actions on both sides, the government adopted changes in light of these factors. According to them, the local CCC will be able to send a combat summons — this is about arrival and immediate sending to BZVP (basic military training) — with the help of „Ukrposhta“,» the lawyer commented.

In case of failure to appear, the CCC may contact the police to put him on the wanted list. In the «Reserve+» application, the status will be marked as «violation of military registration detected.» In this case, the man may be detained at a checkpoint and taken to the CCC.
