On March 7, the Government, at the proposal of the Ministry of Strategic Industry, supported a resolution that allows defense industry manufacturers to transfer design documentation to enterprises of all forms of ownership.
«Now, defense industry enterprises that are busy with the production of their products will be able to transfer design documentation to other manufacturers. This will help to a greater extent meet the needs of the Defense Forces in weapons and military equipment through defense enterprises and scale up the production of Ukrainian military equipment,» said the Minister of Strategic Industries of Ukraine, Herman Smetanin.
The resolution approves the procedure for transferring design documentation.
According to it, the decision on the transfer of design documentation is made by the state customer, taking into account the production capabilities of the enterprise. This refers to the utilization of production capacities by 75-100%, and at the same time the need to purchase such a product sample in a volume exceeding the manufacturer’s capabilities. In this case, the state customer sends a notification to the Ministry of Strategic Industry and Trade about the need to select business entities to scale up the production of the product sample.
The Ministry of Strategic Industry prepares proposals for enterprises that manufacture similar or analogous samples and sends them to the state customer.
Next, the state customer checks the company’s compliance with a number of requirements. In particular, this includes experience in manufacturing or repairing military equipment samples for state customers, the availability of the necessary production capacities and technical capabilities to master the production of a product sample, and the absence of debts and ties with the aggressor state.
The results of the inspection are submitted to the Interdepartmental Commission on the Defense-Industrial Complex for consideration, along with a proposal for a list of business entities, which provides its recommendations. Based on these recommendations, the state customer makes a decision, and an agreement on the transfer of design documentation must be concluded within 14 days.
Next, the enterprise develops production, and readiness for serial production is determined by the results of qualification tests of the specified munitions sample.
