The Shevchenkivskyi District Court of Kyiv convicted a state inspector of the Main Department of the State Tax Service in Kyiv for participating in an organized scheme to illegally generate qualified electronic signatures. The verdict was passed on March 30, 2026, based on a plea agreement.

The Shevchenkivskyi District Court of Kyiv convicted a state inspector of the Main Department of the State Tax Service in Kyiv for participating in an organized scheme to illegally generate qualified electronic signatures. The verdict was passed on March 30, 2026, based on a plea agreement.

According to the case materials, from March 2024 to July 2025, an organized group of three State Tax Service employees generated CEPs and qualified public key certificates for Ukrainian pensioners residing in the temporarily occupied territories — without their physical presence and without relevant documents. In total, the group generated more than 9,000 illegal CEPs: one group member — 314, the second — 7,549, the accused — 1,157.

The scheme was built on official access to the internal systems of the State Tax Service. The organizer — the chief state inspector of the department for supporting electronic trust services — received passport data and RNOKPP of pensioners from the occupied territories from unidentified persons, sent them to the executors, and they entered the data into automated systems and generated signatures. The finished CEPs were sent back to the organizer and then to the unidentified persons.

The accused pleaded guilty and entered into a plea agreement with the prosecutor’s office.

The court sentenced her to 5 years in prison with a 1-year probationary period and a ban on holding positions in government bodies related to working with information in computer systems for 2 years.
