Who will take over the position of Head of the Ministry of Digital Transformation when Mykhailo Fedorov takes over as Minister of Defense?
My little poll on my personal Facebook page showed that it would be AI. Of course, this is a joke. But you have to agree, how conceptually and in the style of the Ministry of Digital Affairs it would be.
Seriously, it should be understood now that Mykhailo Fedorov will not go anywhere until the Verkhovna Rada votes for his appointment to the position of head of the Ministry of Defense. This is the procedure.

"The Verkhovna Rada appoints and dismisses ministers. That's why Mykhailo continues to work. Mykhailo has a lot of work to do on the goals of the Ministry of Digital Affairs," one of the deputy ministers wrote to me.
So, for now, we are in a "gray zone." But it is certainly possible to think about who will replace Mykhailo in his position.
My survey of insiders around the ministry shows that there are at least three candidates. And they are all internal.
The first candidate is Oleksiy Vyskub. He is known for being responsible for the most significant project in the entire history of the Ministry of Digital Affairs - "Action".
Vyskub is from Dnipro. In his native region, he was involved in informatization projects. He was the director of the KP "Main Information, Communication and Scientific and Production Center" of the Dnipropetrovsk Regional Council.
Oleksiy Vyskub is one of the main architects of "Diya", who embodied the idea of the state in a smartphone, making access to government services faster, more convenient, and safer.
“I have this opinion that he pulled a lot of things at the Ministry of Digital Affairs,” one of the IT market representatives who regularly attends meetings at the Ministry of Digital Affairs tells me.
Vyskub himself limited himself to a brief comment when asked who would replace Mykhailo. "I don't know yet," he wrote to me.
The second likely candidate is Oleksandr Bornyakov. Hewas born and attended school in Bolgrad, Odessa region. He has a high-quality foreign education - he received an MBA from the University of New Brunswick, Canada.
Before joining the government, Oleksandr Bornyakov had a business in Odessa. In 2007, Bornyakov founded the IT company SoftTechnics. It was later acquired by the American company Intersog.
An important detail is that Bornyakov became one of Mikhail Fedorov's first deputies back in the spring of 2019. He has good experience in legislative work (the law on virtual assets), and is respected and recognized in the Web3 community.
Valeria Ionan. Was Deputy Minister of Digital Transformation for European Integration. Resigned in May 2025. Became an advisor to Fedorov.
She held the position for almost 6 years. Among her main achievements are the launch of the national innovation strategy WINWIN, the launch of the Action. Education platform, support for entrepreneurs through Action. Business, the introduction of digital services in the regions, and Ukraine's entry into the top 5 countries in the world in terms of digital public services.
Whichever of these people became acting minister after the Rada voted for Mykhailo Fedorov as Minister of Defense, they were all from his fairly close professional circle.
The big question is who will become a permanent minister. Most likely, this issue will be resolved after the elections (if they take place, of course).
Although there are no quick political decisions regarding the position of the head of the Ministry of Digital Affairs.
What the most popular AI models think about Mikhail Fedorov: his achievements as head of the Ministry of Digital Economy and potential as Minister of Defense
"Fedorov is the Minister of Defense! Oh, how happy I am for all of us. Finally! Congratulations, friends!!!" Zelenskyy suggested that Fedor head the Ministry of Defense. And this is far from the only reshuffle
