Almost 9,000 companies are in the “White Business Club.” How popular is the tax VIP club among IT businesses?
As of mid-July 2025, more than 8,800 companies (only legal entities, not individual entrepreneurs) are in the “White Business Club”, which should include only those businesses that meet the standards of transparent business conduct in Ukraine. This is reported by Opendatabot, citing data from the State Tax Service.
8,882 companies are currently in the “White Business Club”. For comparison, in January of this year there were 7,997 such businesses. The register is constantly updated: 4,113 companies have joined the list since the beginning of the year, while 3,228 have dropped out. However, the overall trend is consistently positive: the number of transparent, responsible taxpayers in Ukraine is growing.
However, among the current participants, there are 6 companies that are already in a state of liquidation, another 1 is in bankruptcy proceedings, and one has an open tax proceeding due to debts. It is also worth noting that at the beginning of the full-scale invasion of Ukraine, among the companies on the list, there were 37 with Russian owners.
The largest number of Club representatives is in the trade sector: 1,979 companies or 22% are engaged in wholesale or retail trade or vehicle repair.
The information and telecommunications sector ranks 8th in terms of number: 418 companies or 4.7%.
The largest number of such businesses is in Kyiv — 25% of all companies on the list. Dnipropetrovsk (9%), Kyiv (7%), Lviv (7%), and Kharkiv regions (5%) are also actively represented.
The largest revenues in 2024 among the companies that entered the White Business Club were shown by Ukrhydroenergo — UAH 54.2 billion, Petrol Partner (WOG gas station network) — UAH 49.1 billion, and Roshen — UAH 37.4 billion.

On June 18, 2024, the Verkhovna Rada adopted in its entirety draft law No. 11084 on the peculiarities of tax administration during martial law — the so-called law on the "White Business Club".
The goal is to formulate a community of transparent, conscientious taxpayers who interact with the state on the basis of trust, predictability, and partnership.
Businesses on the simplified taxation system (STS), individual entrepreneurs, and residents of Diya City also have the right to join the List of Taxpayers with a High Level of Voluntary Compliance with Tax Legislation.
Currently, the Tax Service has prepared a new draft law that should improve entry into the Club and proposes to make the conditions for access to the regime more flexible: allow for the presence of small fines paid, clarify the criteria for salaries and VAT payments, clearly regulate inspection procedures, and expand protection from scheduled documentary inspections. According to Danylo Getmantsev, the new draft law does not contain significant changes - it only eliminates the shortcomings that are currently contained in the criteria for resident status for the Club.
On the other hand, Myroslav Laba, a specialist in tax and regulatory policy at the Economic Expert Platform, believes that the new bill is more about eliminating formalities than actually improving conditions for business.
