The Cabinet of Ministers of Ukraine has approved a draft law developed by the Ministry of Defense on the transition of the Defense Forces to contract recruitment by introducing incentive contracts. We tell you what it provides for.
According to the adopted bill, the opportunity to conclude contracts with increased motivational factors will be provided to:
The bill provides for more flexible contract terms during the special period. The first contract with increased motivational factors will be concluded for a period of 1 to 5 years. Subsequent contracts will be concluded for a period of 1 to 10 years (but not more than the age limit for military service).
An important social guarantee is the introduction of a new basis for deferment from conscription. The draft law amends the Law of Ukraine «On Mobilization Training and Mobilization», establishing the right to deferment from conscription for 12 months from the date of discharge from military service under an incentive contract (except for one-year contracts). This will provide servicemen with the necessary time for rest, recovery, and medical and social rehabilitation.
«We expect that the system of new contracts will be operational in the first quarter of 2026,» said Defense Minister Denys Shmyhal.
The introduction of more flexible and understandable mechanisms for concluding and extending contracts will contribute to the creation of a stable and effective recruitment system, according to the government’s expectations, reduce dependence on mobilization measures, and increase the level of social protection of military personnel.
