Kyiv to limit taxi price hikes during unrest: government and carriers sign memorandum

The Ministry of Community, Territorial and Infrastructure Development, together with the Ministry of Economy, has signed an agreement with leading ride-hailing services Bolt, Uklon, Uber and OPTI. The purpose of the memorandum is to prevent a critical increase in transportation prices in the capital during air strikes, metro stops or other logistical force majeure.
Prime Minister Serhiy Koretsky announced the signing of the document. According to him, the decision was made against the backdrop of infrastructure problems in the city, in particular those that arose after the attack on the Southern Bridge, when the cost of carrier services jumped sharply due to a large-scale stoppage of public transport.
According to the new agreements, the algorithms of digital platforms will receive a hard ceiling for dynamic pricing: the fare will not be able to exceed the base cost by more than 75%. For example, if under normal conditions a trip costs 200 hryvnias, during an alarm or transport collapse the system will not allow the price to be raised above 350 hryvnias. Passengers will retain the ability to independently adjust the amount in applications (as is implemented in some services), but only within the established upper limit.
The pricing restriction will be in effect for at least two hours after the red alert is lifted or until normal operation of public transport and bridge traffic is restored.
"Often, that's when the demand for travel is highest, and people need to get home. We count on the responsible position of operators and the involvement of other market participants," the head of government noted, adding that the Cabinet of Ministers will closely monitor compliance with these rules.
