Kyivstar parent holding made a second attempt to gain control of Vodafone towers
The Antimonopoly Committee of Ukraine has officially confirmed receipt of repeated applications from the Dutch holding company VEON, which is the parent company of the mobile operator Kyivstar. The company intends to acquire control over the tower infrastructure of its direct competitor Vodafone Ukraine.

As regulators reported in response to a request from AIN, the relevant documents were received by the agency on January 19, 2026, and are currently under analysis.
This is the second attempt by the parties to obtain permission for the acquisition. The first package of documents was received by the AMCU on December 2, 2025, but within two weeks the committee returned them to the applicants due to non-compliance with the requirements of the law.
The new statements refer to the granting of permission for joint control by Vodafone Ukraine and VEON over the company TOWER JV, registered in Dubai, as well as the transfer of the assets of Ukrainian Network Solutions and the single property complex of Vodafone Ukraine under the control of Ukraine Tower Company (a subsidiary of VEON).
It was previously reported that the strategic goal of this merger is to optimize infrastructure and prepare assets for a potential sale. Market experts estimate the potential value of the combined tower business in Ukraine at approximately $300 million, taking into account military risks.
Recently, VEON sold Kyivstar shares worth over $130 million for the first time since the company went public on the US stock exchange.
