Only 13% of IT professionals in Ukraine have a reservation from an IT employer: : in which industries are specialists booked more often

The results of the DOU summer salary survey for 2025, in which 7,844 IT professionals in Ukraine participated, showed:
only 13% of surveyed men in IT have a reservation from their main employer;
4% have reservations at a second non-core job (usually not IT companies);
15% have a deferral;
24% are not subject to mobilization for various reasons: age (under 25 or over 60), health condition, or service already completed;
44% do not have a reservation.
Booking by industry and company type
The largest number of booked IT specialists is at Miltech — 48%.
Agriculture, Public services / Government, Hardware, Geospatial, Embedded, Energy / Oil / Gas, Manufacturing, Dating — in these industries, the number of reservations is 20%-26%.
The smallest number (up to 10%) is in GameDev, Adtech/Marketing, Medtech/Healthcare, Hospitality, Insurance, SaaS, Cloud Computing, Blockchain, Gambling, and Domains/Hosting.
Other industries where the number of bookings ranges from 10% to 19% can be seen in the image below.
The largest number of reservations in government institutions and IT departments of non-tech companies (banks, telecom companies, retail): 51% and 31%, respectively.
In product companies — about 14%, service companies — 10%, outstaffing companies and startups — 8% each.
