The Fourth Law and Odd Systems by Yaroslav Azhnyuk launch Project Foundation for mass production of thermal imaging sensors
Ukrainian deep-tech companies The Fourth Law and Odd Systems have announced the launch of a semiconductor initiative, Project Foundation (another reference to Isaac Asimov), which will engage in mass production of uncooled thermal imaging sensors (LWIR). The first sensors within the project are planned to be released in 2027, and within three years the initiative should increase the production of thermal imaging sensors in Europe by four times, and in the US by two times.

The launch of the initiative was announced by the co-founder of the companies Yaroslav Azhnyuk and the press service of the projects. The main goal of the Project Foundation is to ensure the technological sovereignty of Europe and the United States in the field of thermal imaging components for the needs of the defense sector, automotive industry, and robotics.
The project headquarters is located in Eindhoven (Netherlands), one of the key technology and semiconductor hubs in Europe. The production network involves the creation of two main sites: First Foundation in Europe and Second Foundation in the USA. They will operate on a common technological base through a combination of their own factories and partner lines (foundry lines).
Igor Nakonechny, a doctor of science in the field of semiconductor chemistry, has been appointed CEO of the Project Foundation.
“The creation of thermal imaging cameras clearly showed us what manufacturers expect from the sensor inside: high performance, reliability of supply, and a price that works at scale. We are building Project Foundation around these requirements. Sovereign manufacturing must be commercially competitive to achieve widespread adoption,” said Igor Nakonechny.
The project will be funded from several sources, including The Fourth Law and Odd Systems' own investments, external equity and debt capital, grants, and pre-orders from customers.
The developers noted that the name of the initiative and its divisions is inspired by the series of science fiction novels "Foundation" by Isaac Asimov and is dedicated to the idea of preserving technological potential during global transformations. "The names First Foundation in Europe and Second Foundation in the US reflect the project's ambitions to create lasting technological and manufacturing potential on both sides of the Atlantic," the project explains.
UPD. In a comment to dev.ua, the Project Foundation reported that the project budget is estimated at about $500 million.
"Undoubtedly, our priority is to meet the needs of the Ukrainian defense forces, which, given the situation and the intensity of hostilities, are extremely high, so we will definitely have special attention and policy towards local customers," the Project Foundation assured.
About The Fourth Law and Odd Systems
The Fourth Law and Odd Systems were founded in Kyiv in 2023 by Yaroslav Azhnyuk and a team of engineers and military personnel. The Fourth Law develops autonomous systems for UAVs in electronic warfare environments, and Odd Systems manufactures Kurbas thermal imaging cameras, which are supplied to over 70 Ukrainian drone manufacturers.
