The Migration Service has increased the cost of ID cards and international passports due to the increase in the cost of forms

According to the State Migration Service, the changes concern ID cards, passports for traveling abroad, and temporary and permanent residence permits. The first ID card is still issued free of charge, but re-issuance within the standard period of up to 20 working days now costs UAH 618 instead of UAH 558. Urgent issuance of an ID card within 7 working days has increased in price to UAH 988 (previously UAH 928).
For a foreign passport, the new rates are as follows: up to 20 working days — 1,147 UAH (was 1,042 UAH), up to 7 working days — 1,787 UAH (was 1,682 UAH). A permanent residence permit has increased to 1,235 UAH against 1,175 UAH, and a temporary residence permit — to 1,140 UAH against 1,080 UAH.
The State Migration Service explains that the administrative fees in these amounts have not changed: for an ID card it is 126 UAH (standard) or 496 UAH (urgent), for a passport — 352 UAH or 992 UAH. It is the «printing» part that has increased: the price of an ID card form has increased from 432 to 492 UAH, for a passport — from 690 to 795 UAH, for a certificate — from 594 to 654 UAH (the state duty of 85 UAH or 34 UAH remained in the price structure).
There is also a transitional rule: citizens who paid for administrative services and submitted applications by December 31, 2025, will receive documents at the old price. If payment was made by the end of 2025, but the application has not yet been submitted, you will have to pay extra at the rates that will be in effect on the day of submission.
The cost of biometric documents consists of an administrative service, the price of the form, and (for certificates) a state duty. Revising the cost of forms is one of the typical reasons for changing tariffs, even when the administrative fee rates remain unchanged.

Their citizens will be able to obtain a Ukrainian passport without giving up their own, and Ukrainians can apply for a second passport in these countries.
