«DOT-Chain Defense is a fundamentally new approach to providing the army. We are creating a system where each unit chooses the necessary weapons, and delivery takes place in weeks, not months. This is a transparent and digital model that makes military logistics flexible, fast, and modern. We are building an ecosystem in which the state, manufacturers, and the military work as a single team for victory,» the minister said.
It is noted that for UAH 1 billion, the first 10 brigades of the Armed Forces of Ukraine will be able to order FPV drones through the IT system of the State Logistics Operator. Over time, the list will expand to include other types of UAVs, electronic warfare equipment, and robotic complexes.
«Each military unit will have the opportunity to decide exactly what it needs to perform its tasks. At the same time, the Defense Procurement Agency will provide financing and delivery without unnecessary bureaucracy. Now the supply will take place not in months, but in a few weeks», — explained Umerov.
How the «weapons marketplace» works
Soldiers select the necessary equipment within their budget and order available weapons and place pre-orders for batches not yet manufactured. They can also leave feedback and ratings and submit service requests.
Manufacturers and suppliers list their products on the marketplace, update information on drone availability and lead times, and deliver their drones directly to the military.
The Defense Procurement Agency (DPA) collects military orders, pays for them, and monitors the supply process. It also analyzes military feedback on the quality of weapons and service, and monitors the content and relevance of the marketplace.
More than 80 drone manufacturers with more than 400 types of UAVs have submitted proposals to participate in DOT-Chain Defence. Initially, drones from 15 companies will be available on the marketplace — most of the manufacturers will be added to the system within a few weeks. The rest should join within a month.
It is planned that the «weapons marketplace» will be integrated with the «Army+» military application to quickly process requests for support and maintenance of drones.
