The Ministry of Defense has developed 4 basic qualification levels for UAV operators: what requirements does each of them provide?
The Ministry of Defense has developed a qualification system for unmanned aerial vehicle (UAV) operators. It consists of four basic levels, each of which defines the capabilities and limitations for operating different types of drones.

Each basic qualification level contains a clear list of knowledge, skills and competencies of a UAV operator. Such standardization will allow units to effectively interact on the front and maximize the combat potential of unmanned systems. Each subsequent level includes all the requirements of the previous ones and requires passing the appropriate training with the demonstration of practical skills.
Four basic qualification levels (BQL) for UAV operators:
The initial level of the BKR I is designed to control micro and mini UAVs. It allows for visual flights in ICAO airspace classes E, F and G at altitudes up to 900 m above the ground. The operator must understand the basics of aviation meteorology, know the characteristics of his drone and have basic navigation skills.
The second level of BKR II expands the capabilities for controlling small Class I UAVs and adds access to Class D airspace at altitudes up to 1,500 m. At this level, requirements appear for working with radar stations and advanced flight planning taking into account wind at different altitudes.
BKR Level III opens access to control tactical UAVs in all airspace, except for class A, at an altitude of up to 5,500 m. The operator must be able to control the flight by instruments, work with collision recognition and avoidance systems, and perform takeoffs and landings at various airfields.
The highest level of BKR IV gives the right to control operational and strategic UAVs of class III in any airspace and in any weather conditions. The operator must have the skills of instrument flight, working with satellite communications and interacting with air traffic control authorities.
The Ministry of Defense noted that for flights beyond direct visibility, BKR level IV is required, regardless of the size of the drone.
The requirements were developed in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 01.10.2024 No. 1129 on the implementation of a pilot project on the certification of UAV operator schools.
