The Verkhovna Rada of Ukraine has approved the new composition of the Cabinet of Ministers, with Oksana Ferchuk becoming the head of the Ministry of Digital Transformation. Prior to this appointment, she held the position of Deputy Minister of Defense for Digital Development, Digital Transformations, and Digitalization.
The personnel decision was announced by MP Yaroslav Zheleznyak. According to him, 264 MPs voted for the new government, excluding the heads of the Ministry of Foreign Affairs and the Ministry of Defense.
Zheleznyak previously reported on her potential appointment following a meeting between President Volodymyr Zelensky and deputies from the Servant of the People faction. At the same time, according to the DOU publication, other candidates for the position of head of the Ministry of Digital Affairs were considered: Oleksandr Bornyakov and Valeria Ionan.
Oksana Ferchuk has over 20 years of experience in telecom, IT industry and large service management. Before her appointment as Deputy Minister of Defense for Digital Development in July 2025, she managed the launch of Viasat satellite television in Ukraine, headed the Nova Poshta group of companies, as well as the electronic public procurement platform Zakupki.Prom.ua during the Prozorro reform. In addition, Ferchuk launched and developed the electronic document management service Vchasno.
In the defense department, she was responsible for the integration of the LOGFAS logistics system, the launch of the Korovai international cooperation platform, as well as the implementation of the Ukrainian Armed Forces medical information system and the SAP logistics management system in the troops.
In addition to Ferchuk, Oleksandr Bornyakov, who has been temporarily acting as head of the Ministry of Digital Affairs since January 2026, was considered for the position of minister. Valeria Ionan’s candidacy was also discussed. DOU sources called the return of Mykhailo Fedorov to the leadership of the Ministry of Digital Affairs unlikely.
Volunteer and activist Serhiy Sternenko, as well as military signalman and radio technology expert Serhiy «Flash» Beskrestnov, announced the termination of his work as an advisor to the Minister of Defense.
«Doing things with a bunch of restrictions that give you the opportunity to start defeating the enemy? Well, then you’re the f**k out of the position of minister.» What do entrepreneurs, volunteers, and public figures think about Fedorov’s dismissal from the Ministry of Defense
