«The National LLM will become the basis for creating AI assistants in the public sector and business. These will be Ukrainian analogues of Gemini and ChatGPT: just as convenient and technological, but trained on our realities and context,» the Ministry of Digital Transformation noted.
The ministry noted that they expect feedback from representatives of business, education, science, and culture.
«If you have high-quality texts in Ukrainian, we need you. Your content will become the foundation for a national AI that will provide answers to millions of Ukrainians,» the developers say.
For national LLM training need:
According to the developers, media, and publishing companies will set a «standard of linguistic literacy and style» for the neural network. Universities and scientists will form the intellectual basis of the model, and business will help the model better understand the specifics of the market and industries through technical documentation and analytics.
«We understand the value of your intellectual property. Therefore, we have prepared transparent legal conditions so that your materials are protected and work exclusively to strengthen Ukrainian AI. We will officially recognize all partners who contribute to the development of the technology in the final report on the development of the national model,» the Ministry of Digital Transformation assured.

It was previously reported that the launch of the national LLM was postponed to the spring of 2026, as the Ministry of Digital Transformation faced a data collection problem, which consists of two parts: legal and technical.
«The most important part of the work is currently underway — collecting data for LLM studies. For high-quality information, information from the Internet is not enough, so we work with government agencies, media, universities, and other institutions — these are terabytes of unique data,» said the former head of the Ministry of Digital Transformation, and now the Minister of Defense, Mykhailo Fedorov.
