The Rada is preparing changes for mobilization: what can change from May, what will happen to the CCC, and how booking conditions may change
The Verkhovna Rada of Ukraine is currently preparing possible changes to the mobilization rules. This includes both the reform of territorial recruitment centers (TRCs) and new approaches to interacting with conscripts and searching for violators.
There are no final decisions yet, but some of the initiatives may be submitted to parliament for consideration in the near future — after the extension of martial law and general mobilization, which is expected after May 4.

CCC reform: less «subpoena service», more administration
One of the key areas of discussion is the transformation of the CCC.
Among the ideas, TCH reports, are partial deprivation of the CCC from the function of notifying citizens, focus on maintaining the «Oberig» register of those liable for military service, and reformatting the centers into more administrative structures.
There is also discussion of a possible renaming of the CCC to «Reserve Offices.» The idea is to change not only the name, but also the approach itself — to make the system more service-oriented and less conflict-prone.
In parallel, the separation of functions is being considered: separately — social support for the military, separately — mobilization processes
The parliament admits that without changing the role of the CCC, it is difficult to expect significant changes in the mobilization itself.
New inspection rules: draft law on restricting the actions of the CCC and the police
Separately, draft law No. 15076 has already been registered in the Verkhovna Rada.
It provides for a ban on the unjustified use of force, restrictions on the use of special means during document checks, and clearer rules for serving summonses.
The initiators emphasize that it is necessary to regulate the treatment of citizens during mobilization events and reduce the level of tension in society.
It is expected that these regulations may be included in a broader package of changes being prepared by the Ministry of Defense.
Wanted fugitives: more powers for the police
Another direction is to strengthen control over violators of military registration.
Among the ideas being discussed are a search based on the principle of alimony debtors, more active use of the identification code to determine location, and expanding police access to the «Oberig» registry. The parliament does not rule out that violators of mobilization legislation, if new rules are introduced, will be searched in the same way as alimony defaulters. The identification code may play an important role in this.
The possibility of initiating administrative and criminal proceedings and bringing violators to the CCC is also being considered.
However, the parliament recognizes that relying solely on coercive measures may not work without incentives.
Mobilization through motivation: what else is being discussed
In parallel with the strengthening of control, incentives for those liable for military service are also being discussed: increased financial support? clear terms of service? transparent rotation mechanisms. A new model for booking employees is also being proposed.
The other day, the head of the Presidential Office, Kyrylo Budanov, said the following about the possible changes: «The only thing that can actually be tried to reform is the manifestations of inhumane treatment of people during forced detention, but it is precisely the manifestations of inhumane treatment, and not the fact of detention itself.»
In particular, an approach is being considered in which businesses will be able to retain key specialists not through financial instruments, but by attracting new people to the army .
As of today, all of these changes are at the discussion stage.
The final mobilization model has not yet been formed and depends on the decisions of the parliament and the government. It may change within the framework of the package of draft laws.
If the package of changes is approved, the first innovations may begin to be implemented after May.
