Russian media reports that Ulyanovsk and some cities in the Ulyanovsk region have decided to extend restrictions on mobile internet until the end of the so-called «SVO». They were introduced due to the threat of attacks by Ukrainian drones.

Officials announced that mobile internet will be turned off near special purpose facilities. Previously, restrictions were imposed only during an immediate air threat, but now they have become permanent.

In addition, it was decided to expand the «security zones» around strategic objects, so some residential areas, office and social buildings were subject to restrictions on mobile Internet. A representative of the Russian Ministry of Digital Affairs in the Ulyanovsk region noted that the shutdowns will be in effect «until the end of the SVO» (this is what the Russians call the war against Ukraine).

Residents of Russia who have fallen under restrictions are promised wired internet, but they will have to pay for it.

Recall that on October 6, 2025 , large-scale failures of the mobile Internet for foreign numbers and devices with eSIM began to be recorded in Russia. Calls and SMS work, but access to the network is transmitted intermittently or not provided at all; sources attribute this to targeted restrictions against the background of the threat of strikes.

Ukrainian and Russian drones can use SIM cards from mobile operators to connect to local mobile networks to communicate and navigate in EW conditions.

The fact that Ukraine may begin to disable mobile communications and the Internet along the flight path of enemy UAVs, and this method is already actively used in Russia, was previously stated by a specialist in the field of radio technologies, military and engineer Sergey «Flash» Bezkrestnov.

In September 2025, it became known that the Ukrainian General Staff was considering the possibility of disabling mobile Internet during attacks by enemy drones that use SIM cards from other countries, including Ukraine.
