The committee’s preliminary approval was reported by MP Yaroslav Zheleznyak. «Recommended as a basis and unanimously by both», he wrote. Later it became known that the draft laws were supported in the Ukrainian parliament.
At the end of May, the Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev, who is listed among the initiators of the draft laws, said that their adoption would help reduce the cost of unmanned systems that use optical cable for control and video signal transmission, and would help provide the Defense Forces with such means.

He proposes to supplement the list of defense goods specified in the Law of Ukraine «On Defense Procurement» with «optical fibers and fiber-optic bundles, other fiber-optic cables.» Such goods will be exempt from value-added tax and will be granted customs benefits.
«The implementation of the bill will contribute to reducing the cost of components necessary for the production of unmanned systems and finished defense products, which in turn will significantly reduce state budget expenditures on relevant purchases. The estimated losses of state budget revenues from customs payments, in the event of the adoption of this Law, are estimated at UAH 30 million,» the authors of the bill note.
UPD. On June 13, President Volodymyr Zelensky signed laws promoting the development of the defense industry.
Among them were bills #13305 and #13306, which provide for exemption from customs duties on fiber optics for drones, which will ensure favorable conditions for the production of unmanned systems.
