Ukrposhta will not print customers' personal data on receipts — NBU refutes Smilyansky's statement
The National Bank of Ukraine has officially denied Ukrposhta's claims about alleged new requirements for printing personal data on checks. Earlier, the postal operator's CEO Ihor Smilyansky announced that starting August 1, tax numbers and full details of payers' cards will be printed on receipts for utility and other payments. The NBU emphasized that the regulator does not require such confidential information to be displayed on paper documents.

The NBU emphasized that the regulator does not require such confidential information to be displayed on paper documents.
Yesterday, Ukrposhta CEO Ihor Smilyansky announced the NBU's requirement to print personal data of customers on paper checks when paying utility and other payments.
Today, July 4, the NBU officially refuted the widespread information and provided an explanation: "Such statements do not correspond to the content of the current regulatory legal acts of the National Bank and distort the requirements established by it. The widespread information is based on a distorted interpretation of certain norms, and some statements directly contradict their content. This may give citizens a false idea of the requirements of the National Bank and the level of protection of their personal data."
As the National Bank explains, it did not introduce new requirements regarding personal data when paying for utility services. On the contrary, the regulatory rules were simplified:
For non-cash payments: from March 2026, it is not necessary to indicate the full name and tax number (TIN) in checks and instructions.
When paying in cash: as before (since 2018), only the payer's full name is indicated.
The financial institution also added that all NBU requirements are the same for all banks and non-banking institutions. There are no separate or "special" rules for JSC "Ukrposhta", and all market participants were given the same 6-month transition period to adapt to the changes.
In addition, the NBU does not require the issuance of paper receipts. The legislation allows for the provision of payment confirmation in both paper and electronic form - the main thing is that the document protects the consumer's rights and allows for confirmation of the transaction.
The NBU reminded that the amount of personal data in the receipt depends on the payment method:
Cash payment: the receipt only shows the payer's full name.
Cashless payment: Full name and tax number (TIN) are not required details.
The requirements for mandatory printing of full name and tax number when paying for utility bills non-cash are unfounded.
The NBU does not require the full card number to be indicated on checks. According to the norms of Regulation No. 164, the payment card number is indicated in a hidden (masked) form, where some of the digits are replaced by symbols. This complies with international PCI DSS security standards and payment system rules, therefore, statements about the obligation to print the full number are false.
"In connection with the public statements of JSC Ukrposhta, the National Bank will check the practice of processing documents for payment transactions by this payment service provider for its compliance with the requirements of the legislation and regulatory legal acts of the National Bank on the protection of the rights of consumers of payment services," the NBU added in conclusion.
