The Moscow Times reports that the relevant amendments are planned to be made to the Law "On Communications", citing this as a way to combat cyberscammers, as well as an opportunity to block the import of smuggled phones and restrict the use of stolen devices.
The document states that if the device is flashed and its identifier is changed, the new number will be blacklisted and then blocked. IMEI is a unique 15-digit code that manufacturers assign to all gadgets. With its help, operators determine which device is on their network and can track its location.
At the moment, the draft law does not specify specific sanctions for persons who change IMEI. However, during the finalization process, amendments to the Code of Administrative Offenses and the Criminal Code with penalties for violating the ban are not excluded.
